No. If a new spell has been placed on the standard Warlock spell list it would be available to all Warlocks.
Confusion comes from the way the new spells from TCOE are presented in the book: they're listed as part of the *optional* expanded spell list.
Unless D&D Beyond decides to include a toggle button (on/off) for spells outside the PHB (ex: XGTE spells, Acq Inc spells, SCAG spells, TCOE spells, etc.), it makes sense that the new spells are added by default to class spell lists for those that purchased the books. For this reason, only the PHB spells are currently added as "expanded" when checking the box "additional X spells" under the Optonal Feature Manager tab.
(The spell tables under that optional feature probably needs to be adjusted accordingly: I.e. just mention extra PHB spells)

Also, when you “disable” a book, it doesn’t actually disable choosing content from that book for characters. All it does is prevent the others in the campaign from reading the compendium. Every Subclass, Spell, Magic Item, Feat, Class Feature Option, and Lineage option will still automatically be made available to everyone in any campaign you are in if anyone at all activates Content Sharing. Now that you bough the book, it is automatically available for everybody while Content Sharing is active, and there isn’t a gorram thing that you (or anyone) can do about it.

I just created a homebrew race to implement the custom lineage and I started creating a character to test it. I noticed that the 'change race' button isn't working. When I click it it does nothing. This is the same with or without any options selected.

On the “Home” tab of the character builder, the toggle next to “optional class features” must be on (red, to the right), and then in the “Class” tab you must go to the Options suntan and check the box for those optional spells. Also, if those spells are not part of the free content available on this website, you must still purchase the book that contains those spells, the PHB, if you have not done so already.

You need to purchase the entire book. Hopefully they'll figure out a way to make them purchasable separately, but for now that's the situation.
The PHB states that "If a character would gain the same proficiency from two different sources, he or she can choose a different proficiency of the same kind (skill or tool) instead" (PHB 125). I understand this as to applying to character creation.
As a gnome, you start with profiency in Tinker's Tools as a racial bonus.
Adding 1 level of Artificer adds profiency to Thieves Tools, TInker's Tools, and one other artisan's tools of your choice. However, when I go to make a Gnome Artificer (from TCoE), it only gives me the profiency in 3 tools: Thieves Tools, Tinker's Tools, and one other. Shouldn't it there be a duplicate selection due to the double Tinker's Tools proficiency?
Apologies if these have been noted before (this thread is really long and I'm just now finding it) but I noticed 2 things.
1. The Homunculus Servant doesn't show the pre-req of needing to be 6th level to obtain the infusion.
2. I could have misinterpreted the rules on this but if you select a race that has a racial feature of Ability Score and a sub racial feature of Ability Score you can select the same modifier to increase on both. For example, the gnomes get +2 int and rock gnomes get +1 con. If you select Ability Score changes for both you can make both Wisdom.
EDIT: The character creator is working correctly however for the Homunculus Servant. I just didn't understand why until I looked around elsewhere and found it was a 6th level infusion.
The Custom Lineage option shown in the sidebar of the chapter can be supported using t existing homebrew race creation tools, which allow you to create any race you like!
The problem with this is the homebrew race is open to interpretation whilst the Custom Lineage is a case of choose A choose B etc. and it takes awhile to do a custom race and there is no Humanoid option... This would be better served as it's own thing like the custom background is in the background section.
Also regarding Armorer Artificer subclass, is there supposed to be a way to indicate a set of armor as your Arcane Armor? And how is one meant to apply Infusions to the sub-components (helmet, boots, special weapon) of the Arcane Armor after getting the Armor Modifications feature at level 9?
I'm also seeing a lot of unusability with the arcane armor. I just want to make iron man! 😂 thanks for all your hard work looking forward to the fun this class will provide.

You need to purchase the entire book. Hopefully they'll figure out a way to make them purchasable separately, but for now that's the situation.
