I love them and save as many as I can. That said, I'm struggling to find one that really vibes with what I'm looking for. One of my players made a wish to have his father (A High Elf, High Wizard) be imprisoned while releasing another player's father. Now, this Wizard is in the clutches of the final BBEG and will either outright kill him and take his power / knowledge.. or corrupt him and use him as a puppet.
I'm looking for a stat block of the CR 18 - 19 level. The Wizard is particularly good in gravity and time like magic.

His biggest personality trait would be that he's usually always on step ahead, has a plan. He managed to bind Mystra for a time, slowly sapping at her power, only for his son to dislodge his concentration, long enough for Mystra to escape. His intended goal was to absorb Mystra's power, deem himself the God of Wizards and more evenly distribute magic across all of existence. Then he intended to unlock access to the dark matter, which is the body of the one who created all of existence, in order to battle the one true creator's consciousness.
So yeah, he's more of a scribe, but professionally acts like a noble.
I’ve got something 98% finished for you, I’ve even programmed the rollables and everything. I just need his name and his alignment and I’ll finish it up and publish it for you.
My immediate thought is to take the rival from the Galsariad Ardyth or one of the lorehold mages, scale them up to cr 18-19 and maybe throw in some features of the androsphinx and maybe some extra spells.
Alright, I just picked a name out of the book and took a guess at the alignment based off of the information you posted. Here’s a copy, but it isn’t published so I can change some changes if you need me to before I publish it for you.
Immeral Holimion
Medium Humanoid (High-Elf, Wizard), Lawful Evil
Armor Class15 (bracers of defense, 18 with mage armor)
Fey Ancestry. Immeral has advantage on saving throws against being charmed.
Trance. Immeral can finish a long rest in 4 hours, doesn’t need to sleep, and magic can’t put him to sleep.
Actions
Multiattack. Immeral makes four Arcane Burst attacks.
Arcane Burst. Melee or Ranged Spell Attack:+11 to hit, reach 5 ft. or range 120 ft., one target. Hit: 31 (5d10 + 4) force damage.
Event Horizon (1/Day). Immeral can magically emit a powerful field of gravitational energy that tugs at other creatures for up to 1 minute as long as he maintains concentration (as if on a spell). For the duration, whenever a hostile creature starts its turn within 30 feet of Immeral, it must make a DC 18 Strength saving throw. On a failed save, it takes 11 (2d10) force damage, and its speed is reduced to 0 until the start of its next turn. On a successful save, it takes half as much damage, and every foot it moves costs 2 extra feet of movement until the start of its next turn.
Momentary Stasis (4/Day). Immeral can magically force a Large or smaller creature he can see within 60 feet to make a DC 18 Constitution saving throw. On a failed save, the creature is encased in a field of magical energy until the end of Immeral’s next turn or until the creature takes damage. While encased in this way, the creature is incapacitated, and its speed is 0.
Spellcasting. Immeral casts one of the following spells, using Intelligence as the spellcasting ability (spell save DC 18):
Immeral is a haughty and reclusive wizard who thinks himself better than most others. He pursues magical power through the study of arcane texts, has travel the world searching for esoteric tomes, trained lesser wizards, and has even collaborated with the few colleagues he considers peers to create new spells. Immeral has spent years learning the lore of the multiverse. He has scoured manuscripts, studied scrolls, and listened to the greatest experts on various subjecthe of interest. His efforts have made Immeral a master of the arcane arts, specifically the mastery of space and time.
Due to his noble airs, people often assume that Immeral is a member of the nobility. He is welcome in high society, and people assume he has the right to be wherever he is. The common folk make every effort to accommodate Immeral and avoid his displeasure, and people of high birth treat him as a member of the same social sphere. Immeral can easily secure an audience with any local noble should he need to.
Immeral’s arrogance is boundless, and his sense of superiority extends even to the gods. For a brief time he attempted to hold Mystra, the goddess of magic prisoner to syphon her power for himself. He even seeks to cheat death itself through use of a clone he keeps ready just in case he should face an early demise. As Immeral is prone to say, “anything is possible if one is simply prepared for it.”
Personality
Traits: “I always have a plan for what to do when things go wrong.” & “No one could doubt by looking at my regal bearing that I am a cut above the unwashed masses.” Ideal: (Power) “If I can attain more power, no one will tell me what to do.” Bond: “I’ve been searching my whole life for the answer to a certain question.” Flaw: “Unlocking an ancient mystery is worth the price of a civilization.”

I was using DDB’s homebrewer. The name is relevant because without it I named him “Immeral Holimion” instead. I didn’t wanna publish him with the wrong name. Here it is with the name I made up, but I’ll change it tomorrow before I publish him:

Also, what background makes the most sense for the Wiz, noble, scribe, something else? And (assuming Forgotten Realms), is he a Sun Elf or a Moon Elf?
