With the recent change to NPC spellcasters' stat blocks, are they still able to cast a spell with a "higher spell slot" at all? It feels weird to me that a super powerful villain would always be stuck using the smallest level possible for any given spell.
Was this clarified in a book or article somewhere? I can't find an answer 😅

NPC spellcasters no longer have spell slots, so no, they cannot cast with a higher level slot.

They can have "cast at level X" in the stat block. If not specified, they cast at base level.

Sorry, I should probably have said "current NPC spellcasting".
Monsters that have upcasting have the "(nth-level version)" tag given to the spell. See the new ki-rin for an example.
