When the satyr came out i was overjoyed, i felt like could finally play an actual fey without being a stuck up eldarin with limited abillity to teleport (unlike his peers that could do so at will according to their monster stats) or a small runty centaur that doesnt feel like a centaur, it feels like a deertaur if anything
If i could play a pixie i would, i love the idea of being an extra planar being without being too insane, to ses the satyrs be banned aches me real bad. "Magic resistence bad" is all the argument is, its not that insane unlike yuan ti that gets immunities,magic resistance AND spell like abilities,satyrs get over blown and frankly i am salty

The idea that the 'fey' subtype thing is a disadvantage is laughable at best, but I can totally understand the desire to play it up regardless. And that particular hella edge (immunity to every "[X] Person" spell in D&D in exchange for vulnerability to rare spells that generally just discourage stuff? Ys plz) is actually fine. It's just Magic Resistance that can eat every conceivable dick.

You get the content of the PHB for free. ANY other content counts as your +1.
If you played a race from ToF ... ToF becomes your +1. You can use content from ToF and PHB to create your character. You can not use an XGTE class archetype for the character.
If you chose a Yuan-ti pureblood race from Volo's then Volo's is your +1. You can play archetypes from XGTE or SCAG or elsewhere. You are limited to the PHB content. If you want to play a gloomstalker ranger then your race choices are limited to the PHB since choosing gloomstalker makes XGTE your +1.
However, if you choose the variant Tiefling or Elf races from ToF or SCAG .. that becomes your +1. See footnote 3 ... the only ones that do not count for your +1 are optional human languages and the Blessing of Corellon. The variant race options aren't tagged with footnote 3 so choosing them defines your +1.
This means if you want to play a sea elf, shadar-kai or eladrin - ToF is your +1.
P.S. Theros is not a valid source for AL characters so you can't play a Satyr
P.P.S. That said, satyrs aren't OP from what I can see. Having played a yuan-ti pureblood character to level 11 so far, magic resistance is highly over rated ... useful at times but I've gotten more mileage from immunity to poison so far ... I think there have been three saves so far over 11 levels where I could even use magic resistance and in those cases I still failed one or two of them. A large number of monster abilities are not considered magical for the purposes of magic resistance though it does work much better against spell casters. However, it still won't save you with a high DC save required against a weak stat.

To answer this question: normally variant rules are not allowed. For example, the flanking rules from the DMG are not allowed. The options here are exceptions and are permitted for AL play.
As David42 stated, Mythic Odyssies of Theros is not in the list of AL legal sources. It's not because it's too powerful. It's because Theros is not part of the Forgotten Realms campaign setting.

Yep :) ... there are other specific variant rules that are allowed for AL play ... using point buy or standard array for stats (rolling is not allowed) ... playing on a grid ... but unless they are specifically listed and allowed they generally aren't.
A couple of the key ones to note that aren't mentioned explicitly are feats and multiclassing .. both of which are allowed for AL character creation when leveling up (subject to the normal +1 constraints though). Some folks consider feats and multiclassing to be optional and the PHB makes mention of it but for AL play both of these are core rules.

I've played an AL Yuan-ti pureblood 1 figher/2 GOO warlock/8 dragon sorcerer (level 11 now) and honestly the magic resistance hasn't been much of an issue. Certainly not game breaking or turning the character into a super hero. It is a stronger feature than many racial features but it hasn't been game breaking. The enhanced saves of Yuan-ti or gnomes haven't been an issue in any games I have run or played in terms of character or game balance but other folks have different experiences.
Anyway, the main reason Theros is not AL legal is because AL is set in specific campaign worlds. There is a Forgotten Realms campaign and an Eberron campaign - characters for these AL campaigns do not mix. All of the other source books are for different campaign worlds so they aren't available for AL character creation - Theros, Ravnica, Wildemount etc.
AL is trying to limit power creep and the way they've decided to do it is PHB+1. However, they screwed up with Tasha's and adding new class features and then not just saying they're available to everyone regardless of +1 like they did with backgrounds and origins.
