Building my home brew adventure, i structured a city, with ruler, faction and stuff
The incipit of my campain is that playrs character come from the multiverse, meaning they can be from the universe of the witcher, warcraft, final fantasy, lord of the rings.... everywhere including faerun, eberron and official
Like sull metal alchemist, 2 kids, tiefling kids, summon heroes, warriors, for kill the monster under theyr bed, and doing so, they summon the players characters first, and than other stuff, including the one who will be the villain
My doubt is this: who will be? I tought about Mr Bison from street fighters, or devil Jin from tekken, or Shao Khan from Mortal Kombat.... but no one of them convince me, i mean i want a villain with motivation, the one who once summoned and discover the new world, sitting on his/her throne saying "i will enjoy this new world"
The choice is so hard i am not prepared
Maybe i have to just create a character that fit from no knowing universe
To help you helping me i am giving you some more info about the home brew world that i created:
Further information of the new word: the planet was used to trap the demogorgon with a sigil, no one knows that, i mean, who really know about the origin of a planet? so that is an evil inside the planet enad the main continent is an agamotto's eye the sigil the demogorgon
So there is a cult that for some reason, try to release the demogorgon, to free the monster
But there are also the good guys, the church who try to protect everyon from that to happen, but doing so, they become aggressive, bad cops, they search houses, they took every magic object they can, so the church seems the bad guy, and there are some bad guys in the church
Thjere is more, the kingdom is ruled by a king, who also have an army, there are conflits with a nearby nation, tand there are the "land of no one" that is a land with no lords, where goblin, orc, and other several monster thrive and reproduce
Su the cul want to release the demogorgon (in secret), the church is trying to stop them (in secret), the king want to ensure his power over the church, and has his own agenda to protect the realm from the war with other nations, and the land of no one
i know... probably don't need a villain from the multiverse here.... any suggestions is welcome,

I would suggest a demon or someone with a mind for conquest or ruling. terrorblade from the dota games and show would be a good fit. his whole desire in the show is to escape his prison and remake the world in his image.
then you could go for someone like the green goblin who just wants a place at the top of the world. or palatine who finds himself in a brand new world. Or hell. pull from earth, Hitler or stalin would make a great villian, assuming they can set up routs properly
A thid and final idea. Smaller villain's team up, think like the sinister six.
So my first thought is if you have seen Marvel's What If?....
Spoilers.....
Ultron finds the Watcher (a being that can peer into any part of the multiverse), and immediately wants this power so that he may in basic terms utilize the resources of all realities to make himself more powerful.
This is some solid motivation for your BBEG.
Now you just need power level and flavor decided.....
For power level are we talking Demon Lord level or maybe Mafia Mid-boss. This will give us a point of reference so we aren't throwing like hey just use Vecna out.
What kind of tone do you want this BBEG to have? A powerful wizard who is seeking knowledge, or perhaps there is an undead sentient being that pursues an avenue to return to a truer form of life? This will help frrame the suggestions and would most likely impact what kind of underlings they have as well as the methodology they use to achieve their goals.

i like the what if plot, it suits the adventure
Maybe this being who seek power and knowledge, now want to control magic, evocaqtions and maybe undead.... maybe want to steal the demogorgon power, or is afraid of it, maybe don't want competition on rule the word and planning to destroy the demogorgon
This being want to shape the word at his own image, build an army to strike the power of the king or the church, so he is the one and only
What about if the amulet allows the wielder access to something quite powerful.
The Demogorgon was trapped on this "planet". What if the at the very core of this planet was in fact a type of arcane Dyson sphere? Its true purpose is to siphon energy from the demon lord granting immense demonic powers to the wielder of the amulet. Made a little picture to help communicate what is going on in my head.
Edit: Plus this could give you the ability to upgrade your enemies as they uncover the secrets of utilizing such an amulet. Scalable enemies woot!
A dragon who gains dragonsight becomes aware of their other selves across the multiverse. Perhaps a dragon who has gained this ability is now trying to gain more power by merging themselves with those other versions of themselves, which has happened to a couple of dragons in basic DND lore already.
Or the Blot Of Ink from that one Mickey Mouse game. The Blot was basically just an endless corruption that coated everything it touched with ink, effectively destroying the paper-and-ink setting of the game. Play it up as Juiblex levels of threatening!

Being gender-fluid and pansexual makes roleplay a lot easier!
For a good bit of Multiverse chaos, you could Rip Off Be Inspired By the Lego Baman Film.
Basically the Joker assembles an army of all the villains in the Phantom Zone, which is basically an excuse to steal villains from other films, so includes Voldemort, Jaws, Godzilla (but not godzilla because it has 6 limbs), king kong, the Wicked Witch of the West, and so on.
So you could adapt this into more of a dnd style plot, where the party might be tring to catch up to the villain, who is not powerful in themselves but is a genius, and who is using whatever power brought the good guys together to pull villains from books/films/the multiverse to form an army.
Perhaps the main bad guy is using a history tome to seek all the places where BBEG's were slain, then they use their magic to find a universe where the BBEG won, and they pull that BBEG to their world to join their army - thus assembling the most powerful of BBEGs, but ones which only know of a world where they won.
If Demogorgon is in the setting but not the final threat, you do need to justify that in storytelling terms! But I think you can do a lot of cool stuff with that. Try a villain with some pathos, like Frankenstein's monster or Gaston Leroux's Phantom of the Opera (as opposed to Andrew Lloyd Weber's). Give the knowledge of what the world was built to do to the players and the villain at the same time, and watch what they do differently.
The best villains are always heroes in their own minds.
That is true, but you also need to make it more likely that the party doesn't side with them!
I reckon if you made a game where the party faced someone who was destroying towns because they wanted to rewild the world and grow loads of trees, they are not likely to become the BBEG you're wanting - they're more likely to become the quest giver!
