I want to create a smart character that does not revolve around magic. Specifically, they are a Psychological doctor. Any tips/suggestions would be much appreciated.

Define non-magical. Because if you mean no spell slots, and no rogue, you’re left with fighter, monk or barbarian. None of those really scream out psychological doctor to me, but any of them can probably be bent how you need.
As for a psychologist, I’d try and get at it through a custom background. Probably want a high insight, perception, persuasion. So a good wisdom and charisma.

What do you expect them to be able to do, and what is your issue with rogue? The obvious build there is rogue(mastermind), possibly mixing in fighter(battle master), but I assume you want something that isn't covered by that.
As this is in the dungeon master’s section, do you mean for it to be an NPC? Cause that would be really easy, no class needed. Just the right skills. Though non-magical is still a stumbling block. Like if you gave it the power to use detect thoughts a few times, but without casting it as a spell, per se, would that be ok?
Actually now that you mention it mastermind rogue might work perfectly. The reason I din't want to make a rogue is 1. it doesn't really match the doctor aesthetic 2. I have made SO MANY ROGUES

yeah I put it in the wrong section, it is meant to be a PC and it deos have a few spells I just don't want it to be too magic heavy

Way of Mercy monk might be what you are looking for since it fits the doctor aesthetic fairly well. Add the healer feat if you like for extra healing.
I honestly don't really know yet. He will probably be used the most in social situations.

I would go artificer and flavor all the spells as being technology / science based.
