So I probably overlooked this. I have player that like to throw a short-sword. So my question is How would you rule it?

Short answer, 1d4 damage, normal range 20 feet, and long range 60 feet, all because a short sword does not have a thrown property.

Also, unless the player has the Tavern Brawler feat, they cannot add their proficiency bonus to the attack roll.
