One of my good friends that I play dungeons and Dragons with regularly never makes a “normal” character, as if those exist, but he doesn’t participate in the campaign. He doesn’t have any input on the situation unless you call upon him. He doesn’t put any thought into his character. I recently told him that if he doesn’t want to play to just tell me, I wouldn’t be upset but then he told me “No cause then I won’t be wasting all of your guys’ time”. Does anyone have any advise of how to deal with this player.
I am confused by his statement. “No cause then I won’t be wasting all of your guys’ time”. This makes it sound like he wants to keep playing so he can waste your time. Is that what he really meant? Or did you make a typo or something here?
Some people like to be more "audience" members than participants in D&D.
It sounds like this player may be an "Audience Member" type of player, as Colville describes them. His explanation starts around 1:33 if you don't want to listen to the whole thing. He gets to it early. Though IMO, it's worth listening to this whole video:

How many players are in your group? I play a bard in a group with some good friends and I am just like your player. But mostly because with 7 players at the table all roles are already filled twice by other party members and there isn't really anything I can contribute aside from helping and inspiring them when they need it.
I could probably participate more in the RP moments but for some of them it's their only group while I'm playing in two other groups and DMing three other groups as well... so I feel comfortable in taking a back seat and letting the others make most of the decisions.
If your group is really big like this maybe it would make sense to split it and have two separate smaller groups.

Usually from 11 pm to 7 am. :D It helps that we mostly play only once per month. It's a problem that usually all of those groups settle on the same week to play.

There comes a time when you can say you're not going to run the game for someone.
Your Players are - implicitly - asking you as a DM to put in a ton of work.
If they're not willing to put in any work themselves, and aren't willing to take the work you're putting into it seriously, you are not obligated to accommodate them, or even let them in the game.
I'm not saying you should adopt a "my way or the highway" approach at all - comprise and collaboration is fun, quite powerful, and Players can teach you a great deal by their differences - but neither do you need to be a doormat.

There’s not much you can do if he doesn’t wanna get involved. Maybe let his character find a cool magic item and see if that gets him more interested?

This guy sounds awful. Not into the game at all.
There comes a time when you can say you're not going to run the game for someone.
