I am working on a subclass for monks which has a feature options just as Way of the Four Elements. I have added features for level, 3,6,11 and 17 which is the required levels for monks. D&D Beyond won't let me submit it because it says I am missing features. Can someone help?
Try going to the bugs/issues forum. There might be others who have your problem, and they can give you some answers for fixing it or telling you it is a bug.
It looks like you've defined options for a single feature that are available at the subclass feature levels, but you'd need to have at least one defined subclass feature for each of level 3,6,11,17, not just leveled options belonging to a single feature. Check at the "main" page for the subclass.

Additionally, I personally suggest not publishing it right away because you will inevitably find things you want to change and once you share it you can’t edit it anymore. I recommend doing all of your playtesting and editing and make sure it’s finished before you publish it.
Good advice. About the 3,6,11,17. It work with the copy of Way of the Four Elements which is the reason I think it should work, but I'll try the other way.
Ahhh, I see 4 Elements Monk doesn't have features for all the levels. It probably works because it's official material, but to do a homebrew, you would need an actual feature for each of 3,6,11,17. You could still implement your leveled options the way you already are (in the single subclass feature), but you'd likely need to add placeholder features for levels 6, 11 & 17 in order to publish. (Even if the placeholder features work to allow publishing, make sure you're satisfied with how the subclass "looks" in a character sheet if the placeholders make it look clunky under Features & Traits.)

Class levels where options known might be a bit off. Maybe use 3 once, add spaces, etc.
My only good homebrews: Races, Subclasses.

That is the wierd part. The options work as intended. And the number of options 3,3,6,11,17 is copied from an official subclass.
