After that it can take up to 20 minutes before things hit the sheets. You also might need to “wake up” your character sheet by raising and lowering its level.
Also, if you started with a regular item that had attunement and took that off it can glitch the item, so you might need to either change what type of item, it is, save it, and then change it back. (That might clear it.) Or else start over with a clean “from scratch” build.
So, I copied and pasted what you typed and was presented with the following " Modifier: Bonus->Subtype: Speed->Fixed Value: -5 is not a valid number. "
I started with a set of regular plate so there was no attunement.
Don’t use the minus sign on the number pad, use the one on the regular keyboard. Like this:

I've tried a few sorts but nothing appears to be working. I can increase the AC just fine but impeding speed seems to be a different story.
Can anybody assist me in any way?
Add a negative bonus.

Right. That solved everything. The usual problem - the user of the thing. I was entering it as a speed modifier not a bonus.
