I understand that having a full 10 foot radius circle around you filled with enemies is unlikely, but the potential damage stack seems high

The Giant remains preoccupied with trying to catch & kill the Phase Shark, and the Phase Shark is hostile to anyone in the area.

If the Phase shark is killed, the Hill Giant will then try to catch the party & any escaped halflings that are still on the wagon. If the hill giant is killed, the phase shark will continue to hunt the party and any escaped halflings.

The Halflings can explain that the giant was using them as bait, and that the poor halflings he cast out from the wagon would disappear in midair.

The Giant's fishing hook is a magic item:

 That's really cool! Maybe the fishing hook should just transport the effected creature to the border ethereal from the material plane or the material plane if their already on the ethereal plane? That way it make more sense that the sharks are being teleported out of the ethereal plane.
