So if I have a (very) lore heavy monster, can I still submit that for DM option? I have created the idea monster I absolutely love that happens to work for the DM category. I plan to have 3-4 types and a TON of lore. Would that work for DM, or would that be better for inspirational?

If there's a monster, there's a way. Inspiration is basically just anything you can make more lore based, but everything else just has lore as a nice extra.

Alright, I've finished my DM category submission! I hope you guys like it!
Legendary Resistance (3/Day). If the dragon fails a saving throw, it can choose to succeed instead.
Planar Nature. The dragon cannot be teleported against its will. In addition, the dragon always knows the location of the nearest planar opening.
Multiattack. The dragon can use its Frightful Presence. It then makes three attacks: one with its bite and two with its claws.
Bite. Melee Weapon Attack: +11 to hit, reach 10 ft., one target. Hit: 17 (2d10 + 6) force damage, and if the target is a creature, it must succeed on a DC 18 Charisma saving throw or be teleported to an unoccupied space of the dragon's choice within 30 feet of it.
Claw. Melee Weapon Attack: +11 to hit, reach 5 ft., one target. Hit: 13 (2d6 + 6) force damage.
Tail. Melee Weapon Attack: +11 to hit, reach 15 ft., one target. Hit: 15 (2d8 + 6) force damage.
Frightful Presence. Each creature of the dragon's choice that is within 120 feet of the dragon and aware of it must succeed on a DC 18 Wisdom saving throw or become frightened for 1 minute. A creature that is frightened in this way is teleported 10 feet away from the dragon at the start of each of its turns. A creature can repeat the saving throw at the end of each of its turns, ending the effect on itself on a success. If a creature's saving throw is successful or the effect ends for it, the creature is immune to the dragon's Frightful Presence for the next 24 hours.
Planar Breath (Recharge 5–6). The dragon creates a dimensional rift in a 60-foot line that is 5 feet wide. Each creature in that line must make a DC 18 Dexterity saving throw, taking 49 (11d8) force damage on a failed save, or half as much damage on a successful one. In addition, on a failed save, the target is shunted to another plane until the start of the dragon's next turn, where it is incapacitated.
The dragon can take 3 legendary actions, choosing from the options below. Only one legendary action option can be used at a time and only at the end of another creature's turn. The dragon regains spent legendary actions at the start of its turn.
Detect. The dragon makes a Wisdom (Perception) check.
Tail Attack. The dragon makes a tail attack.
Dimensional Hurricane (Costs 2 Actions). The dragon conjures a ring of mystical energy. Each creature within 10 feet of the dragon must succeed on a DC 19 Dexterity saving throw or take 13 (2d6 + 6) radiant damage and have its movement speed reduced to 0 until the end of its next turn. The dragon can then teleport up to half its flying speed.
Description
Portal dragons are native to the Astral Plane, where they scour the empty skies, searching for powerful planar energy to feed on. Unlike their Material Plane brethren, portal dragons are always on the move and don't have a lair. However, though portal dragons rarely have a reason to attack mortals, they spare no mercy upon those who tamper with the bonds between dimensions.
Lair and Lair Actions
Though portal dragons rarely settle in one place at a time, they occasionally guard and feed off of portals of great power. A particularly powerful mage or extraplanar being might be able to convince a portal dragon to protect a certain area... for a high price in planar magic.

On initiative count 20 (losing initiative ties), the dragon takes a lair action to cause one of the following effects; the dragon can’t use the same effect two rounds in a row:

The region containing a legendary portal dragon’s lair is warped by the dragon’s magic, which creates one or more of the following effects:
