I am trying to create a custom race and give it a choice of any artisan tool, but the homebrew option "Choose an Artisan's Tool" allows choices from the tools, instruments and vehicles. What option do I need to select to allow choices of only the artisan tools? I tried "Choose a Tool", but it had the same effect.

“Choose an Artisan Tool” is the correct option to use. What likely happened is you probably tried “Choose a Tool” first, noticed the additional unwanted option, and then changed your modifier and checked again and noted no difference.

Whenever you add anything to, change anything on, or remove anything from any homebrew, you then MUST re-save the entire homebrew using the main [SAVE CHANGES] button under Basic Information or the system will not pick up your changes. If the edit was for a subrace or variant, you MUST then re-save the main race as well. After that, it can take up to 20 minutes for those changes to filter through to the character builder.

Re-save, wait 20 minutes, then check again.
