I am currently having difficulty making a homebrew subclass of monk, for I cannot seem to allow it to cast spells. I set "Yes" for "Able to cast spells" and gave them the Wizard spell list, but the spell list is still not showing up in the character builder.
You also need to set a Spellcasting Ability (probably WIS for your Monk), and then you need to add a class feature named Spellcasting (exactly that.) That will give your Monk subclass the spell slots of a third-caster (like Arcane Trickster or Eldritch Knight) and the ability to Manage Spells.
