I'm making a homebrew magic item with a spell attached, specifically Flame Blade. I'd like to set it's spell attack modifier to a specific number (+5) so that it shows up as such in the player's spell list. As it stands, it currently shows up with a spell attack modifier equal to the player's PB. I've tried using the an item modifier of Bonus->Spell Attack->5, but when I do so, the character sheet still attaches the PB to that number.
td;dr - Is there a way to set a fixed Spell Attack Modifier to a Spell attached to a homebrew magic Item?
Unfortunately you have to create a new spell with the same name as Flame Blade but with a difference Eg. Flame Blade Of "Name Of Magic Item" so as to not confuse the players, as you can't create an action in magic items but in feats. The reason is you can't create an action in magic items itself only feats, character races, and subclasses as of now. So you either edit the spell manually via recreating it or you make it into a feat as an action with the same descriptors of the flame blade spell so that it can work. As bonus affects all spell modifiers so your character sheet may be F'd as well if you look at your spells.
Short answer: No. You have to make an action for it as the bonus will set all your spell attacks to either be fixed to +5 or 5 damage, and worse set DC of 5 instead of just that one spell.
It is showing an attack modifier equal to the PC’s Proficiency bonus because the character doesn’t have a spellcasting ability. If it did the attack modifier would reflect that too. Currently there is no way to designate a specific attack modifier on a spell, only a specific save DC. You cannot even do it for a feat, race, or subclass. You also cannot designate a specific attack modifier for an Action as Lolths_Bane suggests, and you can skip creating the copy of the spell since it won’t be helpful. Unfortunately, what you want to accomplish is not currently possible.

That post was specifically in regards to a magic item. Magic items work differently than feats because they have different dropdowns.
As to your feat problem, you must designate which Ability Score the feat uses like this:
If that has been done, please remember that after you add anything to, change anything on, or remove anything from any homebrew you MUST re-save the entire thing using the main [SAVE CHANGES] button under Basic Information or the system will not pick up your changes. After that it can sometimes take up to 20 minutes for those changes to push through to the character builder/sheet. If it doesn’t then your character might be stuck on an old cache and need to be woken up. That can be accomplished by changing something like the source toggles on the Home tab of the builder. In addition, for homebrewed feats specifically they sometimes get stuck on older iterations of themselves. Those can be forced to update by removing them from the character and then adding them back on again.
PS- I’ve never once claimed to know everything about the homebrewer, in fact quite the opposite. I am constantly learning new things about that system. All I do is take what I do know about it and try to help folks who need help. If that upsets or offends you, that’s not my concern. And as you can see, I’ll even try to help you out.👆I’ll thank you not to make things personal as I’ve never once done anything to offend you. Heck, as far as I can recall, I don’t think I’ve ever even seen your screen name before.
I will admit I was wrong and thank you, i will also admit it is hard to "hear" how someone is saying something through text you just sounded really arrogant in a lot of the posts i was seeing.
No blood, no foul. I see from your other post that you also changed it from a 2nd-level spell to a cantrip. Did you remember to change the “Higher Level Scaling Type” from spell scale to character level? If not, that might be part of the issue. (I honestly don’t know.)
I did change that thanks, won't know for a little bit if the leveling bit works as her character is only 3. The feat was the culprit and it now shows +5 attack and +3 damage. I gave props to you in other post for the fix and told others the fix encase almighty google drops anyone there with same problem.
