You only have access to feats that you have personally purchased, or feats that have been purchased by others and shared with you.
If you or the person sharing with you bought the PHB and nothing else, then you will only have access to feats in the PHB. If you want anything else, you or the other person needs to buy it.
I purchased the "Player Bundle" (PHB, Tasha’s, Xanathar’s, and Sword Coast Adventurer’s Guide), so as I understand I should have access to any feats included in those books.
I've tried to create a race and selected the Feat/Choose a Feat tags from the appropriate drop downs. When selecting the Choose a Feat drop down I noticed that it seems only the PHB feats seem to be listed, but when I go into the character builder and click on the drop down there it seems all the feats are listed that I should have access to.
Is this a bug or am I missing something?

What I was actually wanting to do was be able to pick from a selection of two feats, or failing that, just assign a feat. Unfortunately, the two feats I was wanting to use were from one of the books that weren't being displayed from.
The homebrew tools is not able to make granular feat selection like that. I would just write in which feat is allowed in the text.
Alternatively, I would just create two separate subraces with the feat hardcoded in if the feats are easy to implement in the homebrew tools.
When you are creating a "choose a feat" item are all the available feats supposed to be displayed in the drop down, or just the ones from the PHB?
Are you able to assign just one feat or have a small selection of feats to choose from, or can you only choose through the "choose a feat" item?

Magic items cannot currently apply any feats to your character sheet. It just doesn’t work no matter what you pick.
