Should the appointed judge, @ThorukDuckSlayer, not complete the assessment of scores by Sunday, for the sake of the CotFB’s continuation, who should take the responsibility?
For what it is worth, I had some free time today and went over the results myself. I sent them to Thoruk in a private message to save them some time. If they do not officially close out the competition by Sunday, I can post those results here. But, I would like to still give them the opportunity to close the competition as judge, so I wont immediately

My sincere apologies for how negligent I've been of this, I could spiel off a bunch of reasons (anywhere from long work shifts to playing too much dnd to being woken up at aft-o-clock by the smoke alarms because the wind is blowing down the chimney) but honestly I should have done this by now.
Thanks to Kaboom979 for puting the sheet together, it's saved me a lot of time!
The Winners:
DM Options; Lovecraftian Horror, was tied between Semakos Beholdragon and IamSpostas Dimensiona Shambler, both with an average of 8.5!
PC Options; The Fungus Among Us, was won by Quar1ons Volatile Decay, with 8.2!
Inspirational Options; Stretching the Fourth Wall, was won by Kaboom979 with 7.75!
The result is that Semako and IamSposta are tied, and as per the rules we then have to go to who had the highest combined total score (as said in the rules, enter more to win a tiebreaker!) and this means that the overall winner is actually Kaboom979, who was the only winner who entered all 3 categories and had a combined total score of 22.55!
Congratulations to Semako, IamSposta, Quar1on, and Kaboom979!
And once again, apologies for how long it has taken me to sort this out!
It seems to be my eternal fate to always lose on the tiniest of margins possible...
I would really like what the person who voted with a 2 did not like about my entry. Without feedback, it is difficult to improve homebew :-)
(as said in the rules, enter more to win a tiebreaker!)
I honestly think we need to adjust the rules here for future contests. Right now, having multiple entries does not really have any purpose in terms of the contest unless you 1) already win a category and 2) are tied at that win with someone else, like here. Due to university, I don't have much time, and since I once submitted that huge like 12-page inspirational submission and basically got 0 points for that (I think my DM submission scored better in that contest, and someone else won with a single higher-scoring submission) at the end, I haven't had the motivation to create more than one submission. I think multiple entries should always be rewarded with more points and not just when there is a tie - which would make Sposta's victory clearer, so to speak.
edit: I just checked the poll, it seems like someone voted after the deadline? At the deadline and for several days thereafter we had 6 votes, now there are 7. Without that 7th vote, I might have won the DM category actually, by our current rules, if I remember the standings correctly?

Unfortunately, we can't easily determine the "effort" taken on each brew independently, so the only real way to gauge it is by the number of submissions. At the same time, we can't use an average over all because that might drag peoples scores down (and discourage them from entering more).
I think our general view was that the number of entries is what keeps this alive - so more entries contributes more to the competition than one very good entry.
As for the potential vote after deadline, that will need to be looked into. I will not likely have time to do so until tomorrow, but if anyone wants to (and can) check this then I am more than happy for them to do so (again, apologies, but I can't get onto Google Docs where I am usually online, which makes this much more awkward for me than it was when we voted on the forum!).

When I compiled a google sheet for the scores, you and Sposta's entries had only 6 votes each. I am not sure when the 7th vote came in, but it did not factor into my calculations.
That being said, I put this whole sheet together by copying values down off of the charts (since I did not have access to the associated spreadsheet). If anyone would like to double check my work to make sure I did not make any mistakes, here is the sheet I used for calculating all of the votes.

I agree the rules for voting should be adjusted somewhat. If I am actually running the next one, I am open to suggestions.
I also think the Inspirational Option category could use some revamping to encourage not only participation, but more voter input. This competition overall was pretty light on voting (with the max number of submitted votes for a single thing being 6 votes) but even then the inspirational option submissions only received 3-4 votes each. I think the issue is that many of the kinds of things you can submit for it (dungeons, character builds, encoutners) lend themselves to being more lengthy, which discourages people from working on them as well as discourages voters from taking the time to read them and provide feedback.
So it would be nice if we could come up with other submission themes for the Insp category which might be lighter on the workload. Maybe NPCs (here focusing more on an interesting NPC from a roleplay perspective, rather than a combat-oriented monster). We could maybe also move things like terrains from the DM Option to Inspirational. Alterntively, maybe we need to rework the 3rd category into something broader which can encompass "inspirational" concepts while also giving room for other submissions that dont fit into the DM or PC category.
Id love hear feedback on these ideas.
