I am essentially creating an item that increases an ability score by an amount equal to the character's level in that class. Any suggestions on how I would do this?
For example, Sorcerer Robes would increase the wearer's score by an amount equal to half their level. (or 1/3rd)

That’s not possible. Magic items were designed to be agnostic of stuff like PC levels.
