What rarity would a ring that lets you cast a cantrip at 1st level be? And what rarity if you were to add a bonus to damage like a +3?
The basic ring would be uncommon as per the table in the DMG: (https://www.dndbeyond.com/sources/dmg/dungeon-masters-workshop#PowerLevel).
A +3 to damage (but not to attacks) would probably still be uncommon, maybe rare.
