Should the spell require you to see the other creature?
Should there be a benefit to upcasting?
It's intended to be the signature spell for a specific wizard / paladin duo. Conjuration wizards get an ability similar to this spell, but for narrative reasons, the wizard this is for comes from the school of divination, and only develops this spell after years working alongside her paladin buddy.

Choose a medium or smaller creature you can see in range. That creature must be willing and must possess the other half of the coin that serves as a material component for the spell. Briefly surrounded by silvery mist, you both teleport, swapping places.
At Higher Levels.When you cast this spell using a spell slot of ? level or higher, the range of the spell increases by 30 feet for each slot level above ?.
Comparable spells/abilities
Misty step - 2nd level, 1 bonus action, 30ft range, can only target self
Vortex warp - 2nd level, 1 action, 90ft range, can only target other creatures (including unwilling creatures if they fail a con save)
Benign Transposition (conjuration wizard feature) - ability granted at 6th level, 1 action, 30ft range, can trade places with a willing creature once per long rest. Also recharges if you cast a conjuration spell.
I'd say this is on par with misty step so I can see this being a 2nd level spell. Bonus action seems appropriate. Yes, you should be able to see them. Might change the first sentence from "Choose a small or medium creature" to "Choose a medium or smaller creature" to include very small creatures (wild shapes, familiars, enlarge/reduce, polymorph, etc). I think that upcasting is fine to double for every level above 2.
