I'm building a race based on Sun Wukong and at level 1 they get Darkvision and adv on Perception. How could I make it so at level, say, 15 it would give Truesight?
You cannot. You would have to create a trait that doesn’t kick in until the higher level but you couldn’t add the Modifier to it. The Modifier will always be applied immediately at character creation.
