So, really weird question I guess. I looked through this forum and didn't really see anything like this so I thought I'd ask it. I am building a race that has spell like abilities but I would like to only make them available if you can cast spells of a certain level. Is there a way to do this?

I recall watching one of Mike Mearls' videos where he talked about races and level scaling abilities, saying they wanted to avoid such things as every member of a race should be able to do the things that race does, rather than have to level up in some classes first.
I'm not saying that you're wrong for wanting to design a race that does this, but it goes against the way 5th edition D&D was designed, so isn't something that the homebrew tools on D&D Beyond cater for.

No, there is not. Usually, a race is completely separate from a class.
