I tried my best to take a Hagraven from Skyrim and put it in D&D. Me and my friends have used it in a session before, me being the GM, and I was surprised to find there wasn't already a homebrew Hagraven. That being said, this is my first time ever making anything on this site so if there is anything I didn't do or any advice you can spare it would be greatly appreciated.

A 4th level caster does not have 4th level spells, they have 2nd level spells, only 7th level casters and higher have 4th level spells.
A multiattack is not an attack, it simply describes what attacks you can make.
How many legendary action does the Hagraven have? And what mechanically does the crow swarm do?
Typically intelligent creatures don't have scores lower than 8, I suggest bumping the charisma score up one.

Edit: For the lair and regional effects, look at the hag lair effects in Volo's Guide to Monsters. There's excellent inspiration in that book.
