Creating a cloak that will grant +1 bonus to saving throws and resistance to cold damage is easy, I recommend just using a cloak of protection as a base and just deleting the modifier that grants +1AC and replacing it with a modifier that grants resistance to cold damage.
As far as utilizing the other features of the cloak I don't think there is really anything you can do. Creating homebrew magic items doesn't let you add unique actions, but a homebrew feat might go along well with this if you really wanted to add the other features on the character sheet. I would think it would just be easier to leave those off the magic item as far as imputing it into dndbeyond and just having the player remember their item's abilities.
Expand the “basic information” section. Change the name of the item, set the version number to 1, and set the “Rarity” field to “Legendary.” Copy/paste the description from your your item into the “description” field. SAVE
Expand the “modifiers” section. Click edit on the Modifier for armor and switch The “Modifier Type” from “bonus” to “resistance” and set the subtype to cold. SAVE
That should be all there is to it. Give it a try and lemme know how it turns out.
My DM gave me an item on a piece of paper and was trying to transcribe it into Beyond but I am a a lost. Any help would be appreciated.
