I am creating a homebrew race and I am looking to give the players a choice between 2 artisans tool proficiency, or artisan 1 tool expertise. How do I implement this choice?

On a racial trait, you can create options. For each option you can grant modifiers.

When creating a modifier, you can select Proficient or Expertise in Artisans Tools
