I created a home brew spell that is designed to increase in damage every level by 1d10 radiant and 1d10 force damage. Under the "At Higher Levels" section of the editing screen, I set the following parameters:
Under “Basic Information” the checkbox for “At higher level scaling” needs to be checked, and the “Higher level scaling type” needs to be set to “spell scale.”
After you added the “at higher level” scaling did you re-save the whole spell? If he system is only triggered to pick up those changes when the main save button on the homebrew has been hit.

I would also clarify somewhere what decides if it is radiant or force. Does the caster decide? Is it random? Is it determined by something specific?
its both. similar to how Flame Strike is both fire and radiant
yes, whenever I make a change, I make sure to hit the big blue save button.
Try logging out, logging back in and waiting 20 minutes. That should force the system cache to clear itself.
