Here is my problem, i'm working on a rogue subclass and I have those features :
Old Curse By 13th level, your extended knowledge of curses and maleficient been allowed you to use a power similar to them. You gain the ability to cast the Bestow Curse Spell as a 3rd level spell. Intelligence is your spellcasting ability for this spell. You can use this feature a number of times equal to your Intelligence modifier (minimum of once). You regain all expended uses when you finish a long rest.
Ancient Curse By 17th level, your knowledge of curses is even better, allowing you to manipulate the odds and inflict even greater torment on your opponents. Your Old Curse ability allows you now to cast the Bestow Curse Spell as a 5th level spell. Intelligence is your spellcasting ability for this spell. You can use this feature a number of times equal to your Intelligence modifier (minimum of once). You regain all expended uses when you finish a long rest.
the subclass ain't a spellcaster except for this spell, so i don't know how to make it with modifier or spell to have the spell level been upgraded when you reach Lvl 17th in the rogue class
Strange for a non-spell caster to make curses I would want good fluff text before I would allow this in a non-caster class. Give some role playing reasons. Or change wording to make it about luck and simply reskin Bestow Curse as a Luck ability.
I would not make it Int modifer times/ long rest. Instead I would make it 1/short rest, then when you get Ancient Curse, make it 1/short rest as 3rd level plus 1/short rest as 5th.
Well, if you look at a homebrew copy of Bestow Curse, you will see that there are no modifiers attached to it. It is entirely text, all that is added to it is the extended duration at higher levels.
So, the easiest way I can think of to do it is to not actually add the spell at all. You could just add a spell action at 13th-level named Bestow Curse and copy/paste the description. Kind of how the Shadar-Kai have their “Blessings of the Raven Queen” which is a copy/paste* of misty step. Then all you have to add onto it is something like: “Beginning at 17th level, you can maintain concentration for up to 8 hours.” Then nothing really changes and you can maybe give them something else at 17th level to satisfy the subclass requirements. Just an idea.
Blessing of the Raven Queen
As a bonus action, you can magically teleport up to 30 feet to an unoccupied space you can see. Once you use this trait, you can’t do so again until you finish a long rest.
Starting at 3rd level, you also gain resistance to all damage when you teleport using this trait. The resistance lasts until the start of your next turn. During that time, you appear ghostly and translucent.
The subclass is based around curse, it's for an Egyptian like setting, the rogue subclass is even called 'Tomb Lurker' hence why there is a bestow curse.
Iamspota, if I add a spell action, will I be able to upgrade the spell action from an ability to another? i mainly want to avoid having the 17th level rogue having two bestow curse, one Lvl 3 and one Lvl 5.
1) The spell action would not actually cast the spell, it would just do the exact same thing as the spell. You wouldn’t do the same feature at 17th level, you would just add that bit onto the end of the 13th level feature.

Briefly surrounded by silvery mist, you teleport up to 30 feet to an unoccupied space that you can see.
