Typically, a Channel Divinity feature for Paladins involves one class features, with two Actions attached to it. The feature is the parent “Channel Divinity” that all Paladins have, and the two actions are the specific channel divinity features attached to that specific subclass.
The uses of Channel Divinity is given by the paladin base class; the subclass just adds the description of what Channel Divinity does, not the charges.
If you're still confused, try making a copy of an existing paladin subclass, and use that as an example while homebrewing your own in.
