New magic weapon type creation

So I've been ramming my head against a wall for two hours trying to figure this out.

I want a ranged +2 weapon that does 2d4 damage.

If I put it is as an action, I can't get the +2. If I put it in as an magic item, I can't get the 2d4 because there are no 2d4 base weapons.

Any insight that people can provide?

Double-Bladed Scimitar has 2d4 base damage. You cannot adjust the range, but you can make it as a note attached to the weapon.
