Would a quarter elf be a variant of human or half-elf?
My group run's it as variant human (actually have a player in my waterdeep campaign playing one). Reason being is the character IS mostly human and thus should be treated as one.

You can remove Darkvision and put in a proficiency or spell to compensate.
Theoretically it’s situations like this that are precisely why the Custom Lineage was created.
