So, this is something I'm trying to figure the best way to create. I have an ability (words really) that technically anyone can learn (with great difficulty) and they don't have to be a spell caster to use. When you speak this word the world around you will respond. What would work best to creat this spell-like ability. Should it be a spell or a feat, or would I have to create both and link the spell to the feat.
Since this isn't tied to any class you're probably best off implementing it as a feat, or if you don't want it to be tied to character progression, a supernatural gift.
So the feat could give you a completely ad-hoc magical power, or it could let you cast a spell without components and perhaps some changes (e.g. a couple of racial treats and class features let you cast a mage hand that's invisible.) If you treat it like a spell mechanically, it's subject to Dispel Magic, which you may or may not want. It also kind of implies a spellcaster could also do that thing via traditional spellcasting if they learned how.
Depends on the effect to be honest. You could probably do either a feat, or a spell attached to a feat.
A Monk's 18th level ability, Empty Body, is one way of looking at such. The monk spends 4 Ki points to become invisible. Now this invisibility is not as per the invisibility spell so actions like attacking dont break it. Way of the Shadows has the spell like version of this ability at 11th which requires no bright light since it uses the shadows to make make you invisible, but digress.
Such an ability that a Monk gets at 18th can also be looked at from a defensive point of view as something natural on a creature, much like a chameleon's camouflage ability. Because it it teachable I would create it as a feat as well, which cant be learned until 12th level, making it learnable for the ASI at 12th. The strain of course making it a per long rest usage which could be tied to an ability score such as Con for how many times you can use it per rest, minimum 1 usage. I say Con because of the strain it puts on the body, I dont see it as it putting a strain on the mind, if you look at such as more a strain of the mind I would look at Wis for such. Because of that I would also look at where you would give a bonus to either Wis or Con due to that training of learning such.
Because of the difficulty of learning such an ability, and not making it immediately overpowered if it can be seen in such a way, really depends on the word used and its affect on the area in general, it would mean there would have to be easy access to a teacher of such, which could mean putting other limitations on it, such as some lesser feat, learned either at 4th or 8th ASI, which may only have a single rest usage and only be a single word that is reacted to. That also means that if a player wants the full effect they should be studying for such.
How the world reactions also has to be taken into consideration, something that has a spell like ability of a single word telling people to sleep, would have no effect on an Elf due to their fey nature and because of that fey nature would also be resistant against such an ability where a saving throw would then be involved.
