Zenodor tries to assess the Goblin carefully and weighs the options of teaching it some fundamental magic. (Could we potentially teach it enough magic to do a basic non-combat cantrip like Mage Hand, Thaumaturgy, Prestidigitation, or Minor Illusion? Maybe not even the whole thing with all options, but a little magical 'flair' could help sell the story that Skrud is a mighty leader. Maybe we can teach him to make his weapon magically appear to be flaming/glowing? Or we could teach him to use mage hand to levitate objects to and from his hand)
(Or could we perhaps permanently enchant his weapon (or pay someone to do this)? It only needs to look impressive, like glow or flame. It shouldn't have any actual useful power)
Petcan looks around. "I believe we are meant to be Skrud's shiny weapon, yes? We all go, Skrud says "kill the king!" which we do in spectacular fashion, then Skrud declares himself king and we threaten anyone who says otherwise."

(Exactly. I recall reading about getting him Armor, but did we get him a shiny weapon yet? And some extra "magic" flourishes probably wouldn't hurt either - so I was just wondering if we could teach him something basic)
You have invested in some pretty niffy looking armor. Nothing as of yet for a 'shiny weapon.' And if you want to try and teach him a cantrip it may take a while as cantrips are 0 level spells that are imprinted on your memory from continually casting them. (A cantrip is a cantrip and most all are equal whether or not they do damage, I guess Prestidigitation is the easiest to learn as it states under it's description that it is used as practice for beginning casters.
Perhaps a better shortcut for the magic route would be to buff him with spells or even acquire some low level or common items. I think there's one that let's him cast a single cantrip each day? (I haven't looked at the list of common items in a while.) It all depends on how much time/effort/gold/magic you want to invest in your plan. Remember who your target audience is, not King Moocus since you plan to defeat him, and maybe not even the other goblin leaders. Who needs to be convinced that Skrud is King and their new leader?
So long as you somehow convince the thousands of goblins in the Goblin Horde, that should be all that matters, support of the people and all that. It's doesn't have to be over the top or too complicated but if you want to go that route it's up to you all.

Tempe, heads to magic shops that he knows of in town (or looks for said shops) inquiring, knowledge of cursed items. Inparticulary ones, that cause the loss of speach. And how too handle them without, getting cursed.

"Salutations, may, I inquirer Knowledge and purchase of a item, that is cursed to inhibit speech? I of course would need to know how to handle it without being, cursed."
"Yes, my friend, I remember you and your friends. Good customers, very polite."
He turns from what he is doing and regards you with a frown. He stops arranging items on a shelf (that is what he was doing by the way).
"Why would you want to be messing with cursed items, nasty things, they will only lead to trouble?"

"I usually don't keep cursed items around the shop. It's not good for business you know."
The little gnome waddles over behind the counter and pulls a small box from beneath the counter, and begins to rummage around in it.
After a few seconds he pulls out a small foil packet that contains some pink cube shapes.
"Here we go. Best I can do on short notice I'm afraid. You'll have to slip it into his food or maybe get him to try it as a treat, they are quite sweet. But once he starts chewing he won't be able to speak for quite some time."
