Other than that he appears to be the dwarf you are looking for. He is acting very strange, and it strikes you as odd that he managed his escape so quickly after the bugbear left the room.
Tibern can suspect whatever you think he would suspect. Clearly there is something strange going on, but you have yet to figure out exactly what that is. At this point Gundren is attempting to flee into the forest for some reason, catching him seems the best way to get answers but there may also be some clues left behind in the castle.
The order is Vandar, Gundren, Silas, Lothar, Tibern.
Vandar makes another grab at Gundren. If he is unable to successfully grapple the dwarf, he runs another 30 feet ahead of him, putting the dwarf between himself and his allies.
Seeing Vandar run ahead, Gundren turns to the east. He will move and dash taking him 60 ft, if he manages to keep going straight next turn he will make it to the tree line.
That brings us to Silas then Lothar Tibern and back to Vandar.

Gundren stops in his tracks and falls over unable to move.
Silas will take this opportunity to tie up the dwarf with his rope.
The paralyzed dwarf is unable to resist.
Silas will look to the others before saying or doing anything. Remembering the last time they had a goblin in custody, things went poorly.
Vandar looks to the dwarf. "Fast, for a dwarf," he says. "Where are you going in such a hurry?"
Tibern will move over and begin to ritual cast Identify if he has enough time to see if the dwarf is under some kind of spell.
