One nothic remains on the stairs inside. Morwena and Avarice (albino tiefling) are in the chamber floating above the spire.
We have Sam on top of the spire, Angus inside the spire, Chadderlay levitating outside the spire and Akame & Tetrevess on the ground outside the spire.

Tetrevess moves inside the tower and fire bolts the last nothic : 18 to hit for 11 damage. He starts working his way up the tower
Tetrevess hits the norhic, but if he starts climbing the stairs he will bump into the creature.
@Sam I'm not sure who you're aiming for. Is 'the other mage' Avarice the Teifling or Morwena the Red Wizard? Avarice was already up in the glass chamber, Morwena just flew up now. <on my first reading, I thought it was Morwena; now I'm uncertain>
(ooc: are there windows, balconies etc. any other way to gain entry after I reach my levitating limit of 60 feet or should I start on my way back down now? lol)

There was never an obstacle to ascending the tower from the inside, so no reason to introduce one, bjt I'd rather see player agency instead if dm fiat and let the rule of cool dictate if it is possible, rather than some arcane str. The nothic is still running up the stairs, it sounds like Angus Tetrevess and Akame are following him. There is a ceiling to this building, but its lit internally with the same magic that illuminates the streets.
Alright, I'm compressing time a little here, but its moot (its milestone; you don't get xp for killing the nothic).
As Angus, Akame and Tetrevess follow the nothic April ting up the stairs, they see the exit atthe top of the stairs, but hope to overtake tbe creature as it bears the access door to the roof. Ten feet from the top of the stairs, a ball of fire enters from the rooftop, rolling down the stairs, in truth never touching them, but hovering just above them as it moves. The nothic tries to jump back, toward Angus and the others.
Chadderlay uses his movement to rise up so he can see a window/open decayed part of the tower that is positioned a ways above him.
He then uses his bonus action to Misty Step into the tower through said window/open decayed part of the tower 30 feet above where his levitation limit ends.
Finally he uses his action to Dash the rest of the way to the top of the tower.
(I'm guessing with his levitation and misty step he enters above where the nothic and others are on the stairs?)

Yes, except they're up near the top, so Chadderlay is behind them, however far he wants to be, on the spiral stairs.

Akame decides against teleporting for now and instead follows Angus inside and looks to find a way up.
There are stairs spiraling upward along the inside of the spire's curved wall. The last nothic is already on them.

It's 120ft. I just moved Sam and Morwena at 'out of combat' speed so Sam could witness her act of betrayal.

The nothic lands on Angus, holding on to his helmet. The 5ft wide ball of flames continues to hurtle down the spiral stairs.

Angus succeeds and throws the nothic to the floor of the spire. He is killed in impact.
