(Ooh! thank you for that, I thought they were a lot closer, so no on the rage yet)
Avaria follows Marrin down to make sure there is no surprises obviously waiting for her. If she doesn't see anyone other than Tammer, she'll head back up to prepare for anyone who tries to board that isn't friendly.
Jan runs down the stairs to the Lower Deck. She spots the entrance to the kitchen/galley, and sees the hammocks for the crew, as well as crates and barrels stacked about.
Avaria follows close behind.
They catch sight of one of Tammer's heels disappearing around the stairwell, headed aft.
Following after, Jan and Avaria can see Tammer now has company. Slick, the small, wiry goblin sailor/pirate and Carnavon, the burly dragonborn sailor/pirate stand beside her.
They're a little startled by events so Jan and Avaria can take their actions before Slick and Carnavon.
Ethel stops and turns, offering a final encouragement to the straggler refugees and an admonishment to Ula - "Go! If you can stop him, do it."
Then she squares up, facing Captain Percival and the Hargroves behind him. She draws her thumbs together and splays her fingers outward, gathering the last of her magical potential and casting burning hands. She doesn't wait for the pursuers to get closer, nor try to catch them in the fire. Instead, she tries to aim the 15' cone of fire at the wooden dock itself.
She pauses for a moment to assess the quality or lack thereof of her endeavor. Then she turns and runs after the others.

((Does this ship have the ability to be rowed for purposes of coming in and out of dock? Or was it towed here by rowboats, or is there enough exposure to have wind for sailing? I was somewhat under the impression that the dock was in a large cavern area, but may be mis-recalling. Getting all aboard have having no way to make it would suck.))

Slick slashes out at Marrin with a short sword and then a dagger. "I told the captain we should have just dumped you lot overboard. Shapeshifting is bad luck."

Carnavon, who looks to have been in the middle of moving some crates about, has a hook in one hand and a hammer in the other. He uses both to attack Avaria. "Aye, the pay wasn't nearly enough."

WHARF:
The Captain and First Mate come closer to the wharf, looking to try and skirt around the fire and go a longer way around by the warehouses.
Shouts of alarm and fire can be heard echoing about and sailors slip off of other ships with buckets and start scooping up water and throwing it at the flames, desperate to get the fire under control before it gets to their ships.
Gillian and William Hargrove catch up to the Captain and First Mate and join them in going towards the warehouse entrances to try and go around the fire.
At the far end of the docks, the rowboat, this time with three figures on board, leaves the pier and starts out to a slim dhow-like ship in the harbour, anchored near the exit to the cavern.
(Jan gets a time out for pointing out something the DM had not bothered to think about - let's just say that if you manage to get the ship untethered and find at least one competent sailor to guide your massive crew you'll get the ship moving.)
[I just assumed this pirate cave employed a dragon-turtle valet service, per the usual custom of such harbors.

Fury hits Avaria, and now she goes into her rage state as she sees others from the ship that put them in their situation.
(Unsure if Tammer has run off, if not, she attacks Tammer again, but if she has, Slick is her goal)

Tammer's a little behind Slick and Carnavon, but all three are reachable (melee or ranged) - yes, the boat layout is the same as before.
The trio's eyes go wide as Avaria snarls at them, but they're not so surprised as to all get out of the way of Avaria's fury.

Ethel's magic sets crates, ropes, and spare sails on fire. The dock smolders then starts to burn as well.
Jisthelek looks back when he hears the fire. "Next time please wait until we've gotten a ship and we've untied it before setting the dock on fire."
But the goblin still let's out an energetic whoop.
