Gendan moves to begin binding his hands behind his back.
Elsara leans forward, peering into Samuel's eyes, as if attempting to do the intimidating leer at first. "Well let's see what the rest of the village has to say in the morning, then we'll sort out the protection of the town." She tells Samuel. "I'm calling this ceasefire right now; until we've come to an agreement, no more telling your evil mask people to hurt anyone."She thinks about something for a couple of seconds. "I guess you can go back to bed for now. I'll stay watch down here to make sure that there's no vindictive goblins who want any revenge that you're so certain they'd want to do."
DM: Elsara (yes, the DM is directly speaking to Elsara), are you absolutely sure it's a good idea to stay guard tonight?
Responding to Gendan, Samuel says, "Well, what are you waiting for then?" (He's asking if you guys want to take him to the authorities, why haven't you moved out already.)
(Elsara thinks it's a good idea, doesn't mean I think it's a good idea. Her plan was to set alarms for anyone that isn't the party to keep track of if anyone is going to come and/or go from the elder's house.)
(I assume by his statement that Samuel is complicit, so binding his hands is no difficult task.)
"Elsara, we're not going to just leave him here." Gendan finishes binding Samuel's hands and starts moving him out. "Hunin, Val, we should find Vlad and turn these two guys in." (If Vlad is nowhere to be found, then we should just take them to Torelgen's place and keep them there until morning when they can turned over to the elders for their crimes.)
DM: I would like to remind you that half of the guys who makes these sorts of judgements (the elders) is with you right now; Samuel is a village Elder. The only other guy that is as respected as he is is Torelgen. Chronomane is the more respected that both Torelgen and Samuel combined (He did save all of Lun from the plague 600 years ago) but that doesn't really mean much in terms of trying Samuel for his crimes since the bearded elf stays in his house all day and doesn't really participate in village affairs.

I am done trying to help them. If they want to destroy themselves let them be. Nature will have reclaim this village in less than a year. " he looks over his shoulder towards Samuel. "That would be an improvement for sure... "
Then he goes looking for both Evans and Torelgen and once they are walking with them going back, really tired of all of this he will explain that they had found, in just one night, the head and responsible of the attacks. That it's Samuel and that they should allow him and some men enter the milita so they can really cooperate. He will tell them that he has asked them to finance arming his own militia but they had rejected that crazy idea that only leads to bloodshed. Once he leave them at Samuel's house he ask his companions.
"Can we please go now? I am tired of them, and tired of this twon. Please, never accept another quest that brings us here again? "
Evans is back at the goblin hide out. It would take a day to get there. Torelgen and Vlad, on the other hand are in the temple and it doesn't take you too long to get there.
If you hand him over to these two, will you be leaving before next morning (when the guys will sort this thing out) or will you be leaving now?
(Since this is Elsara's first proper time in the town, she isn't 100% sure where everything is, and was just opting house arrest since she doesn't know if there is a militia with holding cells or any equivalent.)
(If Elsara were a bit more vindictive, she'd bring him to see all the goblins being treated at the temple and do the whole "goblins are people, too" spiel. If someone wants to suggest a relocation, that's fine.)

"Why stay here? let's go with the other elders at the temple and if we want to prevent any "rescue" attempt we can do it there. But their whole... operation were based on secrecy... now that their leader has been exposed they do not have where to hide. I will guard the temple and the injured that trying to catch more of this bullies..."
I should let you guys know the hierarchy of authority in Rurik. Sorry I didn't do this sooner.
Each town or village has their own governor who is appointed by the people of the town themselves. The Rurik Council and other higher authority don't have any direct influence on the selection of this ruler. However, the higher authorities can command this ruler to do things and they must obey. If they believe that the given command is unjust, they have the option to inform anyone of even higher authority and seek help from them. The town governors take initiatives and enact internal rules and laws that apply only to people of the town or village they rule.
The second tier of authority after the village leader is the Region Leader. The region leader used to be the sovereign ruler of their region before Rurik was united. Now, they still enact regional laws and impose taxes like they used to. However, they must now answer to the members of Rurik Council. The laws enacted by this tier effects everyone within a region. The Rurik Council has a strong influence on who becomes the Region Leader. Though they don't influence the rules enacted by the leaders, if the enacted rules create too big of a problem for the people or begin to affect the other regions, the Rurik Council intervenes and rejects the problematic rules.
The third and final tier of authority is the Council itself. The bodies under the council all fall under this tier of authority. Because of this, this tier is also sub-divided into various tiers of authority but that's not really something the general public needs to be concerned about. All must obey the commands of this tier. All bodies under this tier are strictly moderated by the Council. This tier acts as messengers of the Council. So, whenever this tier acts, it means that the council itself has issued the command.
Here are some examples of what falls under what tier: Tier 1: Camenose village elders, Mayor of Sydil. Tier 2: The King of Romer, The Council of Drynia Tier 3: The Guild, The postal system, The Outposts, The Rurik Council.
