There are standing stones in an arc starting on each side of the stream’s edge and over the entrance of the cave mouth,
Completely covering the entrance or in an arc to a certain height, say hip high? Obvious human construction. Does it seem to be a purposeful damming of the river or a trap for fish?
No. The standing stones are around the mouth of the cave entrance on the mountainside. (( if the cave was a clock face, then clockwise from 8 to 4 with the stream bed 4 to 8. )) The stream flows freely into the cave.
Based on my dwarven experience working mines, is this a natural effect of the river cutting into the mountain face or do i hypothesis this is man made?
The stream enters the cave and is 1-2’ deep at that point. The water is flowing quickly forming a low rapids. The cave is 5-6’ high at its entrance. On the right side it seems the water is shallower. From within the cave you can hear roaring water, like a waterfall. Looking inside you can see a ledge above the water on the right side following the stream. It disappears into the darkness.

I sense something about this cave as well. The enchantment here reminds me of the sensation we felt back in the meadow, while in pursuit of Craddock. That aura was comfortable in the daytime.

This is a manmade thing. It would be highly unusual to occur naturally.
Is there a way to enter safely?
Does this appear to be water management for the village?

The flow of the stream seems to be unaltered in any way. It flows into the cave. There are standing stones set about the cave entrance.

"I was able to follow the ledge beside the stream for about 100'. It is narrow and a bit slippery, but I believe that we can all navigate it safely."
The gnome looks at Hoid and Kragen then smiles , "Even you two."
"The stream then plunges down below. I can't tell for sure how far, but the steps wind around the cliff's edge into the mist."
"Also" Gneuman pauses and then becomes serious, "There is...something else. An almost surreal sense of dread. Something not of this world."
"The feeling gets stronger the further you venture down the steps"
Gneuman then looks back to the ledge. "Shall we?"
