Perry you are blindly groping around in thick grey smoke searching for the frozen figure, you eventually come in contact with it as it stands in place. As you stand there you here the sound of a heavy, metallic object being moved.
Fenchurch chuckled to himself again. This "Barbara" had a certain something. He didn't know what that something is, but she had something. She also had a point about the missing cart. As little as the gnome liked getting involved with fisticuffs, he did oh Mar'Vell significantly.
"I don't know if the spirits can send us towards the missing cart, but given how loud some of your friends are, I assume if we follow our ears we'll find them, and my employer's missing possessions."
With that, he hopped off his stool and run out of the hut, intent on following the chaos wherever it led, if from a safe distance.
Tangle watches him go, a perplexed look on her face. "That gnome has something loose." She makes eye contact with Wolf Pup and Barbara and follows Fen out of the tent.

Perry telepathically commands Zephyr to watch where the other figure goes while he deals with the one he commended. He moves around the person so that he is between himself and what he figures is the alley exit, keeping a hand on him so he doesn't lose track of him in the smoke.
"His power is that of a hurricane wind!" Perry says in Auran, his own voice sounding like hurricane winds. As he says this, he opens his arms wide to either side and brings his hands together in one loud clap right in front of the halted figure. A powerful gust of wind shoots from Perry's hands and slams directly into the person with enough force to push him back 15' back toward the open street and disperse the gas in the process. DC 13 STR check to resist the push.

Just an update to where everyone is.
Fenchurch, Barbara, Tangle, and Wolfpup- Outside the city at the carnival.
Perry- Inside the city, in some shady alleyway.
Jinn- Walking toward the woods.
Zephyr watches as you command it to do so, it does not see a figure escape out of the smoke.

The figure is thrown back 15 feet as the smoke clears. You notice several things. The other figure is missing. A few feet away there is a hole in the ground and a metal lid is laying next to it, you watch a set of hands reach out of the hole and pull the lid back on top, closing it. The other figure that was thrown to the street, which catches the attention of a few nearby civilians, gets up and looks around. Holding on to their hood to try and keep it in place. They, seeing that their friend abandoned them, will take another look at their situation, and then point a finger at Perry. They begin screaming in a raspy voice.
"GUARDS! GUARDS! MAGICK! MAGICK!" The figure then takes off into the crowd as several other people begin pointing at Perry and panicking as a few of them are knocked over by the strong winds as well.(That's a 60ft line of strong winds. You get a decent amount of people in there.)
OOC: If bird friend or Perry wants to try and keep them in their sights make perception rolls with disadvantage due to the chaos that beginning to happen as many other people are fleeing and calling for guards.
OOC: Fenchurch and the rest of the group are completely outside of the city wall. Perry ran off deep within the city by himself. You or anybody else wouldn't see anything.

People are giving you a wide berth, leaving you pretty much out in the open, people are calling for guards and continuing to point out Perry. You begin to hear the thundering footsteps of guards.

"Look! You there! Halt!" You hear people shouting in the distance. Are you continuing to run?
(You can keep running, or stop. If you want to keep running then explain how you are going to try and escape. Plus where you are running to.)
Fenchurch ran out of the tent, with his three guests behind him. HIs was sure that his behavior seemed strange, but at least he had managed to minimize the number of "readings" he had to give. Illusion magic and a crystal ball was not after all a tactic that was effectively used repeatedly. He had hoped that by now there would be a nice large hint to follow, but sadly there was no luck. There were however a number of people around the carnival who might point him towards the man with the bird, who presumably had made some progress finding the cart, his employer was particularly observant. Running up to Mar'vell, and pointing to his companions, he asked.
"Hey boss, I heard that you send the other one of this lot out to find some lost property of yours. Any chance you remember which way they went?
A group of guards approaches you, weapons and shields drawn. One steps forward from the group as the rest begin to spread out, blocking the exits in case Perry decides to run again.
"You! What do you think you are doing!?"
Fenchurch:
"Hmm. The other two. I know I saw one head toward the woods. Actually I can still see her, look." Marr'veil points to the distant figure of Jinn who is still walking away.
"The other one, I thought he was with you all. If he's not with you then i suppose he's either gone back to town or is hanging around somewhere around the tents. I think I heard him mumbling something about smugglers."
"Just defendin' myself, sir. Two people threw a smoke bomb at me in a alley. Thinkin' they might be yer smugglers. I'll show ya where one o' 'em fled down a trap door or somethin'" Perry stands very still during his speech.
It is about 1-2 in the afternoon.
Perry doesn't slow. He keeps moving and attempts to leap up and over the thing on the ground. Athletics: 15.
Just before he begins his leap, "Halt!" He commands the person farthest from him. DC 13 WIS save to resist.
Assuming he is able to keep his feet. Perry will keep running and will try to run right into the figure closest to him.
Zephyr flies overhead past all three people, ready to follow if one escapes.
