OOC: Maybe wait until the guards take their turn, Wolf pup. Since the redcap moved out of the smoke you'd technically have advantage on the attack rolls if you want to reroll.
[OOC: If I was trying to get to the nearest building, would I have seen the redcap put something in the corpses mouth? If so, how far of a run would it be for me to get to the corpse?]

[I lost track of the turn order but here is Perry's if it still applies when it gets to him.]
Perry casually strolls over to the held goblin as he doffs his shield. He takes up his axe in both hands, and with a humorless smirk, he brings the butt of it down on top of its red cap in an attempt to render the goblin unconcious. Attack: 22. Nonlethal damage: 11.
The Goblin is still up after Perry's attack, the red cap falls off of its head. The Goblins head beneath the cap is deformed, skin grey and hardened, with spots where it looks like the skull was pressed in. At the top of the goblin's head is a large bloodshot eyeball. It spins wildly in its socket eyeing the guards, Perry, Wolf Pup, and anybody else nearby.
Tangle does still have an action if she wishes to do anything, then its the goblin's turn.
Tangle steadies herself, takes aim at the large target on the goblins head and lets the arrow fly. The arrow pierces through the goblins head, the eye pops like a balloon filled with water splashing Perry, Wolf, and the two guards with eye goo. The two guards drop the body in shock and disgust. The last goblin makes a double dash for the streets opposite of the group.
Wolf Pup will calmly wipe the redcap goo off of his blade, and then his face, “Good shot.”
Catching his breath after the battle, Wolf Pup turns to the group, “I believe at this point that this is no longer the oni’s work. There is far too much emphasis on eyes, he would likely take menacing smiles rather than eyes. Which leaves us with another question, who is behind these creatures.”

Fenchurch prying open the mouth of the dead body you find an eye, much like the one the goblins have embedded into their skin, staring back at you from the throat of the cultist. Around the edges of the eye a grey-ish ooze that looks almost like liquid mercury begins to bubble up, dripping out of corners of the corpse's mouth.
Wolf Pup points an axe head toward its mouth, “See? Too many eyes, not nearly enough terrifying smiles. Although, these are still firmly in the horrifying category.”

Perry turns and glares at Tangle with sparks in his eyes. He stalks over to his discarded shield and straps it back to his arm. A little storm cloud appears over his head as he broods.
Tangle hops down from her perch, stowing her bow and walking up to Perry, acknowledging him. ‘You have seen madness, gray one,” she says in a serious tone at odds with her usual quirkiness. “There is no giving it mercy, nor is there reasoning sense with it. What evil is pulling its strings always cuts them before we can find it. We will have to remain vigilant, wait for a mistake, and in the meantime, do the hard work. One escaped. Can your owl find it? I do not think I can track it from here, there have been too many people through these streets, and your streets are too hard to keep a trail long.”

Fenchurch warily looks at the eye, trying very hard not to get the Mercury like substance on his fingers. He seeks through his memory of the various bits of lore he learned while working at the university to see if he can figure out what is going on here, and if he needs to be running away very quickly.

Tangle will draw her bow and shoot the (formerly red capped) goblin. She is trying to kill it, no incapacitating blow here. She'll apologize later.
