I think the only thing this buys you vs small is that if you grapple him you can drag him at full speed instead of half speed. Reduce also separately gives him disadvantage on strength checks and saves, and debuffs his attack damage by 1d4. (However, he is DEX based, so more likely to contest a disarm or grapple with acrobatics, which is unaffected)
Tying someone up in combat while they're conscious is really difficult.
Brix is pretty well surrounded now by Balian and Jarl, who are on their feet, and Squiggles and Shale who are prone. Flynt and Celric are on the rope, 30' and 35' up respectively. Balian and Shale are up again. Squigz, where do you want Fluffy?

Balian deftly draws his shortsword and slashes at the hilt of Brix's rapier in a single motion, catching the metal looping around Brix's hand and pulling the sword away from him and onto the ground.
"Brix, you sneaky little green skin, what in the hells are you doing down here?!" Shale says picking himself up off the ground. He kicks the rapier away. "Let's have a look at you," and he leans in to to get a closer look at the shrunken goblin to try to determine what condition my have him. "No more harming our friend here!"
"If he wished to harm me, he'd have to hit me first." Balian looks at the cleric, a little put out at his assertion that he was in any danger. With a grin he adds, "Can we tie him up and stick him in a bag?"
Jarl transforms back. “I thought Brix was dead and under the aboleth’s control,” he explains sheepishly. “If he’s not, that’s still the best way to snap someone out of it, right?” He’s going to hold Chill Touch in case the answer is yes.
Brix is badly injured and has red lashes across his skin in several places, and some bleeding wounds. He looks a little paler than normal, possibly from loss of blood, but appears to have a pulse.

Before Jarl can revert to his human form, water surges from the pools onto the stone where the five of you (Balian, Shale, Squiggles, Jarl and Brix) are standing. It then begins to recede just as quickly, the force of it pulling you toward the pool.
The four of you who are on the ground, make a STR save (Jarl, this happens before your turn, so you're still a crag cat).
