Okay, let's roll initiative. The bugbears were fooled successfully by Strix, so will be surprised (and unable to act) in the first combat round. Dekhan you'll need to throw the ball bearings as your action during that round, unless you want to do something else.
Varinth will wait till the first Bugbear is at the top of the stairs and then shoot a Fire Bolt at the top step with the oil. He will use his Inspiration as he doesn't want this to miss.
OOC: I'm a little confused as to how initiative works in an ambush as one thing happens after another so I'm just dropping this as my "Kicking things off" post.
It would be a little tricky to wait until the first Bugbear moves, as they won't move or take any action during the first combat round, so you will probably waste your first round doing nothing. I would suggest that, now you've rolled, your best option is just to cast your Fire Bolt spell in the first round, even though you'll only hit two bugbears. But you have other options too.
I believe there are caltrops on every other step, right?

Arguably, I should have had the first bugbear hit the first step, take damage from the caltrops, no longer be surprised, and trigger initiative then. But I felt that Strix's deception deserved a better outcome, so effectively you have a free round to hit on them before they can react. I think it makes sense, given how eager the bugbears were to get out and start brutalising the villagers. So yeah, let the ball bearings fly...
