When the cloaked figure see's two people coming towards him he turns and starts to run... Alten is about 50 feet away when this happens.. while Rees is about 20 feet away. From this close Rees you get a better look...

So neither Rees or Arxius went thru the kitchen to find a way into the alley, hence nobody is behind him?
If possible from my position:
Alten will fire an Eldrich Blast in front of him (not trying to hit him).
STOP! Just want to talk to you!
(if you want an intimidation role it's 7 and if there's any ADV for the EB7)
If not possible to get the blast in front of him from my position, then Alten will cast Command and order him to STOP!

The crowd shrug and then begin to disperse as you run towards the alley.. although some are still naturally watching you...
Alten and Rees make it about halfway down the alley when the cloaked figure reaches the back and leaps a few inches into the air. You watch as his legs, then torso and legs disappear into the ground...
Shake arrives just in time to see the pair of you halt as a swarm of rats charges at you from multiple directions from under discarded liter...
Talien would have made his way toward the shady figure as Atlen had instructed. Talien will throw out the ball bearings around the area where the figure disappeared and at the group(s) of rats if they are also in the same direction.
He will ask Alten Where is he? Talien will look at the Dwarf also in the ally with Alten and stare at her.

I allowed both, but didn't realize at the time it would cost you a spell slot.. so it's up to you.

The alley is only about 150-200' deep and ends in a wall at the back.. It sounded like Talien pursued down the alley (and I imagined the rest of you followed suit) and the rats attacked him before he attempted to spread ball bearings around where the man in the cloak vanished...
No need for initiative.. it's only a CR 1/4 for a swarm of rats.. so just waiting for you guys to kill them and then someone can make an investigation check :)
