Some specs of sewage water do indeed land on the guards boot. He looks down in disgust as his perfectly shined boot is marred by the grime. He looks up and stares you in the eyes, straight to the point and ignoring your comments about the council and the dwarfs, "Perhaps you should have reported the shady individual to the guard before taking it upon yourself to pursue this character.. then you wouldn't have ruined your garb master dwarf. What did they look like - this shady character as you say?"
As soon as Shake puts a little distance between himself and the crowd he shakes off the dirt he smeared on his face, re-reverses his shirt and fixes his hair a bit. Suddenly he looks a bit more like his previous self, with a few extra smudges of dirt on his face. Without further delay he runs up to where the guards are questioning his companion in an exhausted huff.
"Officers, I was performing for this crowd when I saw the whole thing. You see, I am one of the finest bards this land has ever seen, on my way to being the absolute finest." Shake puffs up momentarily to demonstrate his importance. "In any case, there was this ratish looking man who was staring at me menacingly from the alley way. Now keep in mind that I have never before seen this man, but his appearance was quite distinctive. He looked verily like a rat. And he was looking at me like I was the cheese. As soon as this brave dwarf and his fine companions saw my peril they frightened him and gave chase. I tried to dismiss the crowd, for their own safety of course, and ran after them to provide aide if possible. However, by the time I caught up with them in the black market the scofflaw, for surely no such man would pay heed to the law, had disappeared into the maze of tunnels lying beneath this city. I tried to give my thanks to these fine individuals, but they would have none of it as they said that they needed to notify the city guards of the black market and were in any case concerned that the rat-man might just have been a distraction from a greater crime that was about to occur. It appears they were correct." Shake bows his head respectfully towards Grom. "Clearly your city has quite the hero in this noble dwarf."

Hmm.. why don't you come over and speak with the other guards and the shopkeeper once more? You can help fill in any gaps in his story and vice versa.. It would be very helpful to this case."
Shake shakes his head emphatically. "I'm sorry sir. Pursuing that rat faced criminal really did take a lot out of me. I had just arrived in town when it happened and I still have not found a place to board for the night. I have told you everything I know. This dwarf and his entourage and I were all in the sewers when whatever happened to the shopkeeper happened. We were not here and could provide you no additional information about it. I hope you catch the criminals and if I could be of more help I would, but I'm afraid that I'm just a simple bard who did not witness the crime about which you seem most concerned."
