Good question - I would say that a fire bolt is intended for an average sized creature, which would take up a 5x5 square on a map. You could fit several scorpions in that space, HOWEVER, I would assume all of you are right up on each other, so I would rule that you could only attack the three in front of you, and Thistle would make a dex save, DC12, to try and move her feet out of the way so you could hit those three scorpions.
EDIT: I just read over the previous posts. Marching order was a little rough. Raddunth didnt declare where he was. Zashier is in front, Lem in the middle, Yokini "in the back" and Thistle "following the two big guys".
I think I made some assumptions in the order, so please correct me if I got it wrong:

Yokini, both scorpions in front of you move to attack (2116) and they both land their stingers in your calves, one on each leg. You feel them enter, as they pierce you for 2 damage. (Con save: 7) You then feel warmth enter your calves, and move through your system as you take 10 poison damage.
The other scorpion on the ground flicks its tail at Raddunth (11) but you effortless sidestep the attempt.
The party is up. 2 scorpions in front of Yokini (behind Lem) and 1 in front of Raddunth (Behind Yokini).
Reeling at how close he came to torching Thistle, Lem turns around and grips his axe. This is an army regulation axe that has been with him since he "joined" up. But it's grown as familiar to him as the axes he trained with as a far-too-young dwarf, and he flips it 90 degrees and attempts to smoosh the two scorpions that he sees trying to take down Yokini right behind him.
(Assuming we are flanking these scorpions, but if not, ignore the second roll!)

Zashier has, for some reason, corralled them all in his bag, and Lem is in the way of the others. Thistle will Ready her saber should any scorpions get past Lem, or escape Zashier's bag.

Does Lem see or hear anything in the holes in the ceiling? Did is seem like a lot of kobolds above?
He pops Moon back into existence and then has her walk slowly between Zashier’s legs and then take off into a high glide out into the next turn. He toggles into her sight and hearing and reports what he sees to the group in a monotone.
Yokini stands and sheathes her dagger. She then leans over and rubs her legs where the scorpions stung her, mumbling something inaudible. Standing again, she looks up at the holes. "I don't really like the idea of them crawling around above us. Who knows what else they'll decide to drop on us."
