Once done rifling through the cultists personal effects, and not finding anything, Fjordix joins Arliden with the prisoner. He unleashes a length of rope from his pack and begins to tie the Cultists hands behind his back, and when he is sure they are sufficiently tight he stands and takes an intimidating position over top of him.
OOC: Fjordix will play bad cop as needed throughout the interrogation, having no love for these dragon worshipers.
Go ahead and make a Dexterity (Sleight of Hand) check to tie the rope.
You take the rope and wrap it a few times around both of the cultists wrists and tie it off with (what you think is) a square knot. Shortly after this, he starts to rouse a bit. You have a few moments to finalize any plans before he is fully awake.
Arliden takes just a moment to examine the cultist in armor, specifically his head. He then walks over to the bound cultist and sits cross legged on the ground in front of him (but a little off to the side so he isn't in Rex's way. Then on the ground just in front of him he will cast Minor Illusion and create an illusion of the armored cultists severed head neck down, on the ground just "staring" at the guy about to wake up.
"Oh, you weren't looking to just intimidate the man? I suppose we could try to just talk to him, but they are cultists, not really sure if polite conversation is there strong point. I thought we might jump straight to terror."
The cultist moans, "Who...what...my head!" as he slowly regains consciousness. He looks a bit confused to see Rex and Arliden right in front of him, not yet noticing the imposing figure of Fjordix standing over him. You can see the moment recognition hits his brain. He shifts a bit at his bonds, more reflexively than a genuine escape attempt. Nevertheless, you see that Fjordix's knots were not quite up to the task, and the rope seems about to be drop off the cultist's wrists in loose coils. Looking around, he seems to realize his predicament, and sets his mouth in a tight, thin line.
"Ya, so clearly we aren't the best with ropes, but its also pretty obvious you won't get far if you run." and Arliden jerks his thumb toward Fjordix. "Honestly we'd really just love to have a decent conversation with you and then go our separate ways. So, my name is Arliden, and what might we call you?"
"Ok, anything huh? .. .... BIlly, I'm gonna call you Billy. So Billy, I don't really know about the queen thing, that more his side of this arrangement," nodding towards Rex, "I'm just trying to make things better for you than they could be. I mean, I'm sure you have friends you want to see again right? You do have friends right?"
“That’s right, my child. Io has seen fit to offer you a second chance, for he is merciful. Truly, what has the Queen ever demanded but gold, fear, and war. I have seen a vision of a unified dragonkind, with one king. Bahamut and Tiamat have failed and descended to quarreling. The will be struck down, and a new age will rain. Will you live and prosper? Or die with a queen that would trade you for a copper?”

“Uh... maybe we shouldn’t start with that if we want Information, Arliden.”

Arliden will drop the spell.

"Call me whatever you wish. I have nothing to say to you, save this: The Queen is coming, and you will be consumed in her wake."
Fjordix spit on the ground at the mention of the queen and her all consuming wake.
