You move back along the docks, pushing through the throng of people doing he same. Several taverns line the peer, so you have many options to choose between. Heading to the one the rest of the group was hanging out at, you find Higgul, Walter, and others all there.
As the group is settling in at a table, every single one of you sense something. Something coming closer. It takes only a moment for you to realize a dragon is moving closer to you. A moment later a well-built human walks into the tavern, and up to the bar. He is greeted by the bartender, clearly a frequent patron of this tavern. Sitting down at the bar he glances around as he takes a drink from the ale that was placed before him. He notices you all staring at that point, frowning as he glances over his shoulder to see if you are all staring at him or something behind him.
You would all know this is a steel dragon, in human form. In particular though Naivara would realize it is a dragon she has the most sway over. This dragon though is an adult steel, so you would know you cannot control it, you are not strong enough yet in your powers to control adult dragons. (You can interact with it same as a normal person though, so Naivara has both advantage and expertise in any social interactions.)
OOC: Would Vilana have been able to get the items for the group, and be here at the bar too, or is she still out getting the party equipped?

Sitting down at the table, Leto immediately orders a glass of wine as he watches the dragon out of the corner of his eye. When the wine arrives, he cools it to his taste, takes a sip, and then decides to have some fun and see how this dragon will react. He first casts detect thoughts on the human dragon to be able to read his reaction ((and insight24)), and then, looking towards him to make eye contact, sends a telepathic message in Draconic to say simply ‘Nice day eh?’

"Well met then." The dragon-man says with a nod and accepts the offered hand. "Is there something I can do for you?" He asks, almost reluctantly, still shaking his head slightly, as to shake something off.
"Well, let me buy you a drink." He says with a smile. "One of what ever the lady wants." He tells the barkeep.
"Found a lass ye be likin then..." The barkeep says with a gap-toothed grin. He gives Naivara a side glance. "Never bought a lass a drink before..." He says in a too-loud aside, making the dragon-man glare at him for a moment. With a good-natured laugh the barkeep gets naivara a drink.
"So why heading up that way?" Palvin asks Naivara

Naivara looks around at the party before getting up and going to join him at the bar, "Nice place for a drink huh?" Naivara says as she sits down.

No, distance is only a hundred or so feet.
The dragon nods to Naivara. "It is." He looks warily at Leto as the words are spoken in dracconic, but does not respond.
Leto gets the idea he recognized the words but is trying to maintain his identity as a normal human here for a drink.
"So, what brings you here today?" she continues, curious as to what would bring a dragon here in human form.

The dragon frowns, shaking his head slightly. "I come in ehre all the time." He explains with a shrug. "It is one of my favorite taverns."
"Sure does." The bartender says with a smile for the dragon-in-human-form. "Ol Palvin here comes in every day about now."
"Well, nice to meet you Palvin," Naivara says, holding out a hand to shake, "I'm Naivara."

"So, what have you been up to since you awoke in this land?"
