Ok, I am lost on a timeline and do not know when it happen, but eventually Vilana and Sylcan made it to the Outfitting store.
"That must be the place," Vilana looked at the entrance a bit skeptically. "Do not expect much, but we will see. I suggest we sell the robes and buy what we can with what we have." With this vague idea (if Sylcan was agree) she entered and greeted the owner, noting both armour and rapier. "Good day. We were told this is the place in the to to get anything related to outfitting. Would it be possible for two travellers to get dressed up as such? And in case you can buy some clothes as well, to cell too?"
Shopping list for Vilana here is short - Clothes, Traveler's (2 gp) (boots she has - if they fit, but in general breeches, a sturdy belt, a shirt, and an ample cloak with a hood). But she would like to sell the robes and ask where stuff like backpacks and so one can be bought. And if there is a place where one can buy or sell a spellbook.
Tessa laughs clapping her hands and jumping in joy. “I'll take every last raspberry you have, a means to carry them, and a dagger if you have it." Tessa smiles at the shopkeeper her happiness evident on her face.
He charges you 5 GP and you get a bucket filled with raspberries. He throws in a dagger as well.
What are you doing next? What are your plans for the afternoon/evening?

You can buy everything but the clothes here at the Lionshield Coster. Clothes would be across the way at the general store.
For timetable, as Tessa is buying her raspberries you and Sylcan are just finishing your meal and Milene is still walking to town. The others are still heading out and have not even met up with the hobgoblins yet.
Whenever they're done in the town hall, he'll turn to Kierro.
"Sister Garaele told me you'd also lost your memories. Had any luck regaining them so far?"
"Sort of. I woke up and was drawn to this ring here." Kierro holds up the ring on his finger. "When I touched it, I gained back the memory of a childhood pet I had. Naivara had a similar experience; apparently we've met before."
Tessa gladly hands over 5 gp for the bucket of raspberries. She sets outside of the mercantile shop to enjoy her treasured raspberries. Their sweetness is just as she recalled from her memory of the broken boy and the candy she took from him.
I guess question about selling the robes is also for the general store? What about the spellbooks? Any seller/buyers?
Yes robes can be sold in the general store. The spellbook has no buyers in Phandalin, the shopkeepers tell you you should try Neverwinter to sell something like that. They also tell you you could get a lot more for the robes, since they are clearly something special, in Neverwinter as well, but will give you standard rate for them if you wish to sell them here. The robes are not magical, just of an ancient design.
As you head to the Lionshield Coster you spot the same halfling sitting outside the genral store across the street, eating from a bucket of Raspberries. She gives you a cheery wave as you enter the shop across the street from her.
Once done at the Lionshield Coster, you cross over to the general store, the halfling, Tessa, still sitting there enjoying her raspberries. In the general store you hear the same thing about the spellbook, it would be something you would have to take to Neverwinter to sell. The general store owner does offer you 1 gp per set of robes if you wish to sell them here, but tells you you can get a better price in Neverwinter if you wait, and if you are heading that way.

As you sit there eating from your bucket you spot the two from the inn go into both the Lionshield Coster and the general store.
Mylene frowns at the elf woman, but takes her words at face value. “You have no ability to divine whether I have been enchanted, then? No rumors of similarly afflicted people have reached you? If heading for a larger city is my only recourse then so be it. I’m not over fond of rustic locales like this one. You’re certain there is nothing else you can do, here and now, regarding my memory?”
"Well there was a young man who came in a while ago." The elf female says with a thoughtful look, plus another who seemed to appear here out of the blue." She looks you over. "Both seemed to be without their memories, but I had not put them down as related until you asked." She nods her head then. "Mayhaps you all three are affected by the same thing, but I sent the one off to find out about a question I have, so he should be heading West out of town by now, off to Conyberry. The other I think was going to the town hall, but that was a good while ago, so not sure where he might be by now." She gives you descriptions of both of those individuals, Latrious and Kierro.
Mylene Durza
Mylene crosses her arms over her chest, containing any outward signs of her annoyance as she needs further information from the elf priestess. “I would say that three people in the same day reporting symptoms of memory loss certainly establishes an unusual pattern, wouldn’t you? Unless that’s a common occurrence in this region?”
She takes mental note of the descriptions provided of the other two, Kierro and Latrius, then says, “I suppose I’ll try to track down the closest one, perhaps the one hasn’t left the town hall yet.” After getting an answer from the cleric of luck on whether multiple people reporting memory loss seems odd to her, Mylene gathers Walter and heads to the town hall to look for the other amnesiac.
You leave the shrine and cross the street to the town hall. Inside you find a guard, this one a man, sitting behind the counter in the room. He gives you a nod of greeting as you and Walter enter. His eyes narrow on Walter as you two approach the desk.
"Walter, have you gotten in some sort of trouble again?" The man asks with a glance between Milene and Walter.

Mylene greets the man with a curt nod. “Walter has been doing me a service, guard. You may also be able to help. I spoke to your local priestess of the luck goddess, an elven woman. She said someone who had recently awoken with memory issues and no clothing recently came here, to the town hall. Did you meet any such individual, and if so, where did they go?”

Tessa - Vilana - Silcan
Tessa sees the female half-elf and male elf from the inn crossing from the outfitter shop towards the merchant shop. She rises from where she was seated enjoying her raspberries, feeling right as rain. She moves towards the pair with her bucket of raspberries in tow. She flashes a berry juice stained smile at the pair as they approach. She says to the pair, "I would like to apologize for the earlier unpleasantness. The only thing I could remember for the longest time after the greyness of waking in the world, was an overpowering desire for raspberries. I'm afraid it over came my senses and judgement. Sense I have satisfied that craving, I feel more like myself, whoever that might be. I would like to make amends to the both of you. Would either of you care for some fresh raspberries? They are the sweetest I've ever tasted." Tessa smiles at them and extends a hand full of the fresh fruit to both of them.
Vilana nodded with her calm polite face expression. "Very kind of you, thank you." She took a berry, smelled (not suspicious sniffing, but the way people take in the smell of something pleasant), and ate it. "I am afraid it does not work like this on me, I probably did not have a sweet tooth before. Glad it helped you, though. Any luck with that job you mention earlier? Not sure we are going to look for one ourselves," she glanced at Sylcan, "but never hurts to learn about your options."
Tessa smiles sheepishly at Vilana and says, "To be honest, I heard he might have raspberries and rushed over here. I didn't even inquire about the possibility of work. I believe the shop clerk from the outfitter is inside the grocer shop. Should you wish to inquire with her, that is who the innkeep referee me to. As for me, I shall enjoy the fruits of my labor for a few moments more."
Nodding, Sylcan said, "It's a good idea. If you'd like, I'll go and purchase the equipment we need. I'll also speak with the shop clerk." With that, Sylcan makes his way inside the store. Heading for the counter of the store, Sylcan asks how he can purchase goods here.
Latrius:
Latrius nods.
"Of course. I would expect nothing less."
Whenever they're done in the town hall, he'll turn to Kierro.
"Sister Garaele told me you'd also lost your memories. Had any luck regaining them so far?"
