OOC: I've really wanted to like Chaos Bolt in the past. All my players have who've used it are super "meh" about it. Might just be bad luck but in over 100 hours of gaming this past year a sorcerer has yet to see the "chaos" of chaos bolt pop up.
Normally I would agree with you and go for the much more reliable Orb. I’ve never seen Chaos Bolt ricochet either and without that providing actual damage, the potential damage is irrelevant. But at least if I roll double 1s it won’t suck as much, and I roll lots of ones. (Of course, with my luck it will only happen when there are no viable targets. 🙄) However, the Bolt does have the 120’ range, and the only other things Toots has with that long of a range are Chill Touch and Hypnotic Pattern (and Message). So the additional range is attractive.
(Not to mention that Chromatic Orb requires a Diamond worth 50+ gp to cast. Toots doesn’t happen to have a Diamond worth at least 50 gp, so unless anyone else does she wouldn’t even be able to cast it until the party finds one.)

The liquid would be the equivalent of two Potions of See Seeing.

Ttoots isn’t proficient with Weaver's Tools or anything, but she is proficient with a disguise kit and she has a few costumes with her. That’s the closes I think she would have for that. I don’t know if that would apply.

OOC: While it looks sweet, and Elyona would enjoy using it, she's happy to let Oethe have it. Tactically speaking, since Elyona doesn't have darkvision. flame tongue could come in really handy. But I'm happy to leave the decision up to Oethe/Halfastbracegirdle, and happy to let Oethe have it. (Come to think of it, if Oethe used the flame tongue option and Elyona stuck close to Oethe in battle, she'd get the advantage of the light, and could offer Oethe some protection; she'd stick close to at least one person anyway, to make use of her protection ability.)

OOC: I didn't realize that forge clerics didn't get martial weapons. Given that Elyona can, and that two of the settings are martial weapons, I'm thinking she is the better choice? All of the setting options would be open to her, only 4 would be to Oethe.
Also, Elyona doesn't have any reason to know anything about fabrics, unfortunately.

Tots and Tommary are familiar with the cloth. Each of the four squares of fabric (about 5 x 5) is made from steel thistle valued at 1000 gp each

Steel thistle cloth is time consuming and dangerous to harvest and produce. It is also extremely durable. These two factors make the material very valuable. Considering the high humidity of the dungeon, other fabrics or leather would quickly grow mold and rot away.

“They probably used this because of how resistant it is to the moisture. It probably protected the iron pretty well. I wonder if those rods have been there a while...? But still, why stick this stuff up there at all instead of just assembling the bridge? Hmmm....” Toots begins folding the cloth and lining her pack with it. While in there she checks on her two passengers and Prestidigitates away any messes. “Here you two go, this stuff ought to help the two of you stay a little safer in there on account of how tough it is. Now you two can enjoy the safety and comfort an armored howdah.” She nuzzles the two of them a bit with her face. “Do the two of you need any water?”

FYI just in case something like this ever comes up in future and it ever matters: I did a little quick research and math and determined that if this substance weighed roughly somewhere between denim and canvas then it would be approximately 12oz/sq yd. 4 pieces of cloth measuring 5x5 is 100sq ft, or just over 11sq yd. With a little rounding each of the 4 pieces would be just over 2 lbs.
OOC: On the matter of the Rod of Lordly Might and who would benefit the most from using it, I’ve been doing some math (which I’ll skip) and what it all comes down to is how inclined Oethe is towards melee combat.
If Oethe uses either the +3 Mace or Spear his Attack modifier would be the same as Elyona’s is without it (+8) which would maximize the effectiveness of his Divine Strike on one attack per turn.
If Elyona uses any of the +3 weapons her Attack bonus would be +11, or using the flame tongue it would stay at +8, but every attack she makes would deal +2d6 damage. So against low-average AC enemies she would be a flaming scythe, and against high AC enemies she could switch it to be more accurate.
And Tommary would be able to use the flame tongue to the same effect as Elyona, but not the other weapon variants. Although as the party’s scout he would possibly make better use of the 3D compass.
Additionally Elyona is the strongest in the party and most likely to bust down a door, but Oethe isn’t far behind.
So, if Oethe would be using the Rod as more of a backup to his spellcasting then it would be sitting sheathed much of the time and would be more useful in Elyona’s hands, but if Oethe would be attacking every turn to use his Divine Strike, then the Rod would make him far more likely to hit.
