I am currently playing a level 3 character (Sorcerer 2/Warlock 1) during last session level up to 4, but my DM and I cannot decide if my character can gain a feat as I wanted. This is the first multiclass character he have ever in a campaign. He said this increases/Feat are earned for class level, but I insisted it is for character level, just like proficiency bonus. Who’s right?
When your character gains a level, his or her class often grants additional features, as detailed in the class description. Some of these features allow you to increase your ability scores, either increasing two scores by 1 each or increasing one score by 2. You can’t increase an ability score above 20. In addition, every character's proficiency bonus increases at certain levels.

Yes. Of course non-multiclassed characters will also have 2 years by then...
As more evidence that ASIs are based on class level: fighter and rogue get more ASIs than other classes.
And the multiclass rules specifically say that proficiency bonus follows character level:
Your proficiency bonus is always based on your total character level, not your level in a particular class.
It also covers cantrips:
If a cantrip of yours increases in power at higher levels, the increase is based on your character level, not your level in a particular class.
Honestly, you should probably give the chapter a read if you are unsure about the rules.

Just to be clear, when you increase a class to level 4 then you gain one ASI (or a feat if the DM permits) and then when/if you increase another class to level 4 then you get one ASI (or feat). Or you could focus on one of them and increase that to level 8 when those classes gains another ASI (or feat). Either option gets you the same amount of ASI's (two).

DM is right, ASIs are part of the class level progression, which is why some classes get more of them.
