You can make yourself appear as a member of another race, though none of your game statistics change. You can’t duplicate the appearance of an individual you’ve never seen, and you must adopt a form that has the same basic arrangement of limbs that you have.
So, Do those statements conflict, or do Tails and Wings not count as limbs for this ability? Cause it would be Weird for a Bird folk to not have wings on their back, or Teiflings to not have tails. Or does this mean you can turn into a race with slightly more limbs as you, such as wings or a tail, but you can't, for example, make a tailed arracokra, or a winged lizardflok?
I Hope Tails and Wings don't count as limbs, but l want to be sure.

Generally the advice given so far is solid. A changeling has two arms and two legs (one head etc). The RAW is pretty clear, no limbs (tail, wings, pseudopods, or the like). The RAI is clearly to not give extra powers to the Changeling (flight, swim, extra prehensile limb). The RAF... well ask your DM. If they are cool having tiny vestigial wings or a 2-inch tail for RP and deception, they might be persuaded for that... as long as there are no mechanical benefits.

2 arms, 2 legs, head, torso. So Elf, Dwarf, Human, Orc etc is fine. Owlin, etc not.
